HomeMy WebLinkAbout1994-08-08; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: August 8,1994 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Hall called the meeting to order at 9:00 a.m. ROLL CALL: Present: Members Hall, Jackson, Meyer, Reasons, Copley, Williams and Howes Absent: None APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on July 11,1994 were approved. 1. SAN DIEGO GAS & ELECTRIC: Mr. Bill Dyson and Mark Chomyn from SDG&E provided a brief presentation summarizing previous maintenance dredging operations within the Agua Hedionda Lagoon. The 1993/94 dredging program netted approximately 160,000 cubic yards of beach-quality sand material which was placed on the adjacent shoreline. However, due to the arrival of an "accretion wave" from the 1993 storms and the placement of dredged material north of the inlet jetty from the last two (2) dredging cycles, the influx rate of sand into the outer basin has increased. The resulting increase in sand volumes has also caused the cost of the operation to exceed Encina's estimated budget for maintenance dredging. SDG&E is currently considering dredging the inner and middle basins of the lagoon to the original 1954 configuration. This program is needed to ensure that the inlet jetty will continue to remain open in order to transport cooling water to the power plant. SDG&E is in the process of completing sounding of the lagoon and will provide a summary report at the September BEC meeting. 2. ARMY CORPS RECON STUDY: Staff member Jantz provided a brief discussion on the current status of the Council Agenda Bill relative to the Army Corps Offshore Study. The City is currently evaluating the fiscal implications recommended in the draft Agenda Bill and is comparing the proposed financial commitment with other projects outlined in the adopted Capital Improvement Program. City Engineer Lloyd Hubbs will be attending the R-5 meeting scheduled for August 15, 1994 in San Francisco. This meeting will discuss the results and futures of both the Carlsbad and Oceanside Recon Reports. 3. OPPORTUNISTIC SAND: Staff member Jantz provided a status on the City's Opportunistic Sand program. The Request for Proposal has been sent to prospective consulting firms and proposals are due back by August 17, 1994. Chair Hall and Vice-Chair Williams requested to be included on the proposal review team. Staff will continue to pursue available funding sources to support the development of this program. 4. SHORELINE EROSION COMMITTEE: Committee member Jackson provided a report of the August 4, 1994 Shoreline Erosion Committee meeting. Mr. Jackson discussed the Navy's proposed dredging of the San Diego Bay and the deepening of the channel to accommodate Nimitz Class Carriers. The Navy will be investigating possible disposal sites for approximately 12 million cubic yards of beach quality sand material. Two of these sites are in Carlsbad: adjacent to Terra Mar and the Buena Vista Lagoon. Beach Erosion Committee Date of Meeting: August 8,1994 Time of Meeting: 9:00 a.m. Page 2 5.
