HomeMy WebLinkAbout1994-10-11; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: October 11,1994 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Hall called the meeting to order at 9:00 a.m. ROLL CALL: Present: Members Hall, Jackson, Copley and Absent: Members Reasons, Howes and Williams APPROVAL OF MINUTES; By proper motion, the minutes of the meeting held on September, 1994 were approved. 1. SAN DIEGO GAS & ELECTRIC: Mark Chomyn and Paul O'Neal of SDG&E gave a brief summary report to the Committee on the recent lagoon soundings. SDG&E will not be dredging the Agua Hedionda Lagoon this fall (94/95) due to budget constraints. SDG&E will research the possibility of increasing the approved yardage with their Army Corps permit for the 95/96 dredge. The Committee approved a motion by a 4-0 vote to complete a "Request for Legal Advice." Seeking advice from the City Attorney regarding the City's position that SDG&E uphold their dredging commitments. 2. ARMY CORPS RECON STUDY; Dana Whrtson from the City of Oceanside gave a brief status of the Oceanside financial position relative to their Army Corps Study. Dana will be contacting City of Carlsbad staff as new information pertinent to Carlsbad becomes available on City of Oceanside's progress. Staff member Jantz provided several handouts to the Committee to review the alternatives of the Carlsbad and Oceanside Reconnaissance Report recommendations. The Committee will be making their final recommendations in November. 3. OPPORTUNISTIC SAND: Staff member Jantz provided a status on the City's Opportunistic Sand RFP program. Moffatt and Nichol Engineers were selected, however, staff is still seeking additional funding. 4. SHORELINE EROSION COMMITTEE UPDATE; Staff member Jantz also gave a status of the September 27, 1994 Shoreline Erosion meeting. An important key fact is that SANDAG it lobbying for funding for future beach nourishment programs. SANDAG lobbyists are working on behalf of all the cities throughout the region. Regarding the Navy's Harbor dredging program; there are several projects involved encompassing the approximately 12 million cubic yards. After discussion, the Committee approved a motion by 4-0 to recommend writing letters of support to the Shoreline Erosion Committee regarding the Navy's dredging operation for this 'once in a generation" opportunity. The Navy is willing to obtain the permits, to dispose the material throughout the eight different sites up and down the coastline and to cooperate with Carlsbad on a cost Beach Erosion Committee Date of Meeting: October 11, 1994 Time of Meeting: 9:00 a.m. sharing approach. OLD BUSINESS/NEW BUSINESS: OLD BUSINESS: Change of Beach Erosion Meeting Date: The Committee approved a motion by a 4-0 vote to change the meeting date from second Monday of the month to the second Tuesday of the month. NEW BUSINESS: 6.
