Dote of Meeting: December 13, 1994
Time of Meeting: 9:00 a.m.
CALL TO ORDER:
Chair Hall called the meeting to order at 9:07 a.m.
ROLL CALL:
Present: Members Hall, Jackson, Copley and Howes
Absent: Members Williams, Reasons and Meyers.
APPROVAL OF MINUTES:
By proper motion, the minutes of the meeting held on November 8, 1994 were approved.
1. ARMY CORPS RECONNAISSANCE STUDY; Staff member Jantz briefed the Committee
on the status of the Army Corps Reconnaissance Study for the Carlsbad coastline. Due
to the costs associated with the completion of the feasibility phase, the Committee agreed
that the joint study with Oceanside provides the greatest benefits in providing sand to the
northern portion of Carlsbad's coast. Staff further indicated that the City of Oceanside is
still pursuing State and Federal assistance in funding the feasibility phase; however,
current State and Federal budget approvals did not include funds for this effort. If State
and Federal funding becomes available for this study, the City must re-evaluate their
financial commitment for its proportional share.
The Committee asked how long the Reconnaissance Report remains valid. According to
the Army Corps staff, the Reconnaissance Study is valid for a period of five years and that
if funding becomes available during this period, a project can be pursued through the
feasibility phase.
Members Dave Copley and Don Jackson proposed to draft a resolution regarding the
Committee's formal recommendation to the City Council and will present a draft resolution
at the January meeting.
Staff also briefed the Committee on the City's efforts in securing funding for the
construction of the seawall adjacent to the Agua Hedionda Lagoon. The City has
requested Section 103 funding - Continuing Authorization Projects - from the West Coast
branch of the Army Corps of Engineers. A letter from the City Manager initiating this
process was sent to Colonel Michal R. Robinson and a copy was distributed to the
Committee.
2. OPPORTUNISTIC SAND RFP: Staff member Jantz reported that funding is now available
for the City's Opportunistic Sand Program. Funding has been obtained through the
following three sources:
• $20,000 from a previously approved State grant from California Boating and
Waterways;
• $10,000 from the Beach Erosion Committee budget; and
• $10,000 from salary savings within the Engineering Department.

The agenda bill entitled 'Approval of a Consultant Agreement for Development of an
Opportunistic Sand Program* is tentatively scheduled for the December 20,1994 Council
meeting. Staff has scheduled a kick-off meeting with Moffatt and Nichol for January 4,
1995. Committee members Hall and Copley requested to be included in the kick-off
meeting.
3. 1995 GOALS AND OBJECTIVES: The subcommittee appointed at the November BEC
meeting presented their draft proposal for the Committee's 1995 Goals and Objectives.
The Committee discussed a list of work programs for the next year and by a 4-0 vote
adopted the 1995 Goals and Objectives with two minor revisions (attached to these
minutes). At the January 10,1995 meeting, the Committee will assign objectives to sub-
committees and individual members.
4. OLD BUSINESS/NEW BUSINESS;
OLD BUSINESS:
A. Request for Legal Advice: The Request for Legal Advice regarding SDG&E was
submitted to the City Attorney's office for review and research. A decision was not
available for the December meeting. Staff will keep the Committee informed.
NEW BUSINESS:
A. Attendance By-Laws; A concern was raised by the Committee regarding
attendance of regularly scheduled meetings. Chair Hall requested that staff
research the Committee's by-laws regarding member attendance.
B. Carlsbad SDGAE Plant: Chair Hall requested that staff contact the PUC to
determine if the Carlsbad SDG&E plant is going to be shut down.
C. Coastal Conservancy; Porrto Beach is receiving a large amount of sand from the
Batiquitos Lagoon dredging project. This area will become one the nicest
Carlsbad beaches in relationship to the amount of sand and width of beach.
However, no access, no parking and erosion of the bluff remain concerns for this
coming summer. The Committee will call the Coastal Conservancy and
investigate possible funding sources or programs.
D. 1995 Calendar of BEC Meetjnfls: Staff will provide a list of 1995 meeting dates
for the Beach Erosion Committee with the next agenda packet.
5. PUBUC COMMENT; None
ADJOURNMENT
By proper motion, the meeting was adjourned at 11:00 a.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, January 10, 1995 at the Housing and
Redevelopment office.
