Date of Meeting: January 10, 1995
Time of Meeting: 9:00 am.
CALL TO ORDER:
Chair Hall called the meeting to order at 9:00 a.m.
ROLL CALL;
Present: Members Hall, Jackson, Copley, Meyers, Reasons, Williams and Howes
Absent: None
APPROVAL OF MINUTES;
By proper motion, the minutes of the meeting held on December 13, 1994 were approved..
1. OPPORTUNISTIC SAND RFP: Staff member Jantz and Chair Hall briefed the Committee
on the project kick-off meeting with Moffatt and Nichols and provided a handout of their
projected timeline. Key concerns of the Committee for Moffatt and Nichols were:
1. Grain Size
2. Cobbles
3. Site • Placement of sand
4. Informing the public by a Public Workshop
2. ARMY CORPS RECONNAISSANCE STUDY; Member Dave Copley proposed a
recommendation (attached) for the Committee's consideration relative to the Army Corps
Reconnaissance Study. The Committee approved a motion 7-0 on forwarding this
recommendation to the Council with minor revisions.
3. SHORELINE EROSION COMMITTEE SUMMARY; Member Don Jackson and staff
member Steve Jantz provided a summary of the Shoreline Erosion Committee meeting
of January 5, 1995.
4. 1995 GOALS AND OBJECTIVES; Objectives and worktasks were assigned to sub-
committees and individual members in order to complete their 1995 Goals and
Objectives.
5. OLD BUSINESS/NEW BUSINESS;
OLD BUSINESS:
A. Request for Legal Advice; The Request for Legal Advice regarding SDG&E is
still pending with the Attorney's office.
B. Attendance Bv-Laws; Steve Jantz provided the members a copy of the agenda
bill discussing Committee attendance. Chair Hall requested members to call City
staff in advance when they are unable to attend a meeting.
C. Carlsbad SDG&E Plant; Staff to investigate legality or position of City with issue
of contacting the PUC to determine if the Carlsbad SDG&E plant is going to be
shut down.

D. Coastal Conservancy: The Committee will call the Coastal Conservancy and
investigate possible funding sources or programs for parking and access of Ponto
Beach.
E. 1995 Calendar of BEC Meetings; Staff mailed a list of 1995 meeting dates for
the Beach Erosion Committee with the January agenda packet.
NEW BUSINESS: NONE

ADJOURNMENT
By proper motion, the meeting was adjourned at 11:00 a.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, February 14, 1994 at the Housing and
Redevelopment office.

BEACH EROSION COMMITTEE
1995 GOALS * OBJECTIVES
MISSION STATEMENT:
It shall be the Mission of the City of Carlsbad Beach Erosion Committee to advise the City
Council and the City Manager on matters related to the protection and enhancement of the
Carlsbad shoreline and to study the best means to maintain beaches for the optimum enjoyment
of the public.
GOAL 1 Develop programs to ensure continuous beach nourishment to maintain sand on
the beach to provide for shoreline protection and recreational enjoyment.
OBJECTIVES
" Implement the Opportunistic Sand Action Plan to provide permitted sites
•,/ suitable for storage and placement of sand materials which may become
U*HI?«U available to the City at minimal or no cost Make the completion of this
plan a priority for the Beach Erosion Committee.
" Become actively involved in the review and comment on the San Diego
Home Port Dredging Project.
Monitor the annual SDG&E program to dredge the AguaHedtonda Lagoon
and make recommendations as to placement of the dredge materials
consistent with the approved Special Use Permit.
GOAL 2 Evaluate and develop potential programs to provide funding for beach
nourishment and shoreline protection projects.
OBJECTIVES
• Continue to pursue State & Federal funding for the construction of the
seawall along Carlsbad State Beach between the cold water and hot water
jetties.
Re-evaluate the existing Beach Profile Surveys and Analysis by
TEKMARINE to determine their value and what they indicate in light of the
SANDAG studies.

options.

GOAL 3 Maintain ongoing liaison and study efforts to stay current on all relevant activities
related to shoreline erosion and beach nourishment activities.
OBJECTIVES

Urn ^Lcfrtrt (SANDAG) Shoreline Erosion Committee and provide staff with the
Committee's evaluation of the programs.
P^e ^itf<y*> • Monitor the Batiquitos Lagoon Enhancement Program, especially the sand
transport characteristics.
• Monitor the SANDAG beach monitoring program.
• Meet with and coordinate efforts with government and citizen groups who
are interested in beach nourishment.
• Prepare quarterly Beach Reconnaissance to create a photo record of sand
levels along Carlsbad's beaches.
