HomeMy WebLinkAbout1995-03-14; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: March 14, 1995 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Hall called the meeting to order at 9:00 a.m. ROLL CALL: Present: Members Hall, Jackson, Meyers, Reasons, Williams and Howes Absent: Member Copley APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on February 14, 1995 were approved. 1. OPPORTUNISTIC SAND RFP; Staff member Steve Jantz gave an update on Moffatt & Nichols progress on the draft permit applications to the regulatory agencies. Steve passed out copies of Moffatt & Nichols draft documents for the Opportunistic Sand Sub- committee for review and comment. The sub-committee (Members Hall, Copley and Williams) will meet on Tuesday, March 21, 1995 at 9:30 a.m. at the office of Member David Williams to discuss their findings. Member Howes informed the Committee of the Seapointe project, and their pursuit of regulatory agency approvals to deposit up to 20,000 yards of sand at the Encinas Beach. Permit conditions would require the deposition of this material to be completed by June 1, 1995. 2. SHORELINE EROSION COMMITTEE UPDATE; Member Don Jackson provided a summary of the Shoreline Erosion Committee meeting of March 2, 1995. One of the agenda items discussed was the Proposed San Diego Regional Beach Monitoring program. The Committee requested that Steve Jantz follow-up with Dr. Ron Flick at Scripps, regarding the cost of adding instrument measuring devices to aerial photographs. 3. GOALS AND OBJECTIVES; The Committee discussed methods of developing a financial program to implement various elements of their Goals and Objectives. The proposed financial program will be submitted and considered in this year's budget process. 4. OLD BUSINESS/NEW BUSINESS: OLD BUSINESS: • The Request for Legal Advice regarding SDG&E is still pending with the Attorney's office. Steve will invite Assistant City Attorney, Rich Rudolf to the April 18, 1994 meeting. • Request for Coastal Conservancy funding for public parking/access at Ponto Beach. Steve Jantz will get a name and number for Member Reasons to contact the Coastal Conservancy for general information on this subject. Due to member conflicts the April meeting originally scheduled for Tuesday, April 18, 1995 has been changed to Tuesday. April 18. 1995 at the Housing and Redevelopment office. ADJOURNMENT By proper motion, the meeting was adjourned at 10:30 a.m. The next meeting of the Beach Erosion Committee is scheduled for Tuesday, April 18,1995 at the Housing and Redevelopment office. Respectfully submitted, Belinda Guzman Administrative Secretary BEACH EROSION COMMITTEE 1995 GOALS & OBJECTIVES MISSION STATEMENT: It shall be the Mission of the City of Carlsbad Beach Erosion Committee to advise the City Council and the City Manager on matters related to the protection and enhancement of the Carlsbad shoreline and to study the best means to maintain beaches for the optimum enjoyment of the public. GOAL1 Develop programs to ensure continuous beach nourishment to maintain sand on the beach to provide for shoreline protection and recreational enjoyment. OBJECTIVES LuAnn Hall. Dave Copley. Dave Williams • Implement the Opportunistic Sand Action Plan to provide permitted sites suitable for storage and placement of sand materials which may become available to the City at minimal or no cost. Make the completion of this plan a priority for the Beach Erosion Committee. Mike Howes • Become actively involved in the review and comment on the San Diego Home Port Dredging Project. Bob Meyer • Monitor the annual SDG&E program to dredge the Agua Hedionda Lagoon and make recommendations as to placement of the dredge materials consistent with the approved Special Use Permit. GOAL 2 Evaluate and develop potential programs to provide funding for beach nourishment and shoreline protection projects. OBJECTIVES Staff • Continue to pursue State & Federal funding for the construction of the seawall along Carlsbad State Beach between the cold water and hot water jetties. Don Jackson • Re-evaluate the existing Beach Profile Surveys and Analysis by TEKMARINE to determine their value and what they indicate in light of the SANDAG studies. Dave Williams • Research opportunities to obtain State & Federal funding for beach nourishment and prepare a report evaluating the feasibility of the various options. GOAL 3 Maintain ongoing liaison and study efforts to stay current on all relevant activities related to shoreline erosion and beach nourishment activities. OBJECTIVES Dave Copley. Don Jackson • Monitor the activities of the San Diego Association of Governments (SANDAG) Shoreline Erosion Committee and provide staff with the Committee's evaluation of the programs. Dave Williams • Monitor the Batkjuitos Lagoon Enhancement Program, especially the sand transport characteristics. Dave Copley. Don Jackson • Monitor the SANDAG beach monitoring program. Ramona Reasons • Meet with and coordinate efforts with government and citizen groups who are interested in beach nourishment. • Prepare quarterly Beach Reconnaissance to create a photo record of sand levels along Carlsbad's beaches. The Beach Erosion Committee recommends that the City Council accept the U.S. Army Corps of Engineer, Los Angeles District, Reconnaiance Report" Pacific Coast Shoreline, Carlsbad, San Diego County, California" of January 1994 and Reconnaissance Report "Oceanside Shoreline" in so far as the latter report applies to shoreline within the jurisdiction of the the City of Carlsbad; and The Beach Erosion Committee hereby further recommends that the decision as to whether or not to proceed with participation by the City in a Feasibility Study covering all or any part of a project covered by the Reconnaissance Report be made by the City Council after the financing for the City's share of the cost of participating in any such study is determined to be available.
