HomeMy WebLinkAbout1995-04-18; Beach Preservation Committee; MinutesMinutes of: Beach Erosion Committee Date of Meeting: April 18, 1995 Time of Meeting: 9:00 a.m. CALL TO ORDER: Chair Hall called the meeting to order at 9:00 a.m. ROLL CALL: Present: Members Hall, Copley, Jackson, Meyers, Reasons, Williams and Howes Absent: None APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on March 14, 1995 were approved as amended. 1. OPPORTUNISTIC SAND RFP: Staff member Steve Jantz provided an update of Moffatt & Nichols progress on the draft permit applications to the regulatory agencies. Moffatt and Nichols submitted the "Draff permit application to all agencies last month with a request to review the submittals and provide preliminary comments. A meeting is being coordinated with agency staff to discuss their concerns. These comments will be considered and addressed in the formal permit applications. The Opportunistic Sand Sub-committee comments will also be included. Moffatt and Nichols will attend the May BEC meeting and summarize the regulatory agency concerns. The formal permit applications will be submitted for consideration and approval in mid May. 2. SHORELINE EROSION COMMITTEE UPDATE: Staff member Steve Jantz and Committee member Dave Copley provided a summary of the Shoreline Erosion Committee meeting of April 6, 1995. The Committee reviewed the latest quantities of sand which would be realized from the Navy's Homeporting Project. The Committee discussed the possibility of a cooperative effort with the City of Oceanside to deposit a larger quantity of material in the northern portion of the littoral cell. Committee members Copley and Jackson will meet with Dana Whitson to discuss Oceanside's position with regards to the deposition location on the City's beaches. In addition, members Copley and Jackson will discuss the possibility of providing joint support for near shore disposal along the Oceanside coastline. OLD BUSINESS/NEW BUSINESS: OLD BUSINESS: • The Request for Legal Advice regarding SDG&E - Lloyd Hubbs and Steve Jantz met with Assistant City Attorney, Rich Rudolf on Friday, April 14, 1995. His advice was to work with SDG&E for the next dredging operation to ensure compliance with permit conditions. Staff member Jantz will contact SDG&E to inquire about the 95/96 dredging operation. • Staff member Steve Jantz will contact the Coastal Conservancy and inquire about possible funding for public parking access at Ponto Beach. NEW BUSINESS: • Dave Francis presented graphic maps of beach sand monitoring he performed on Imperial Beach's coastline. Mr. Francis requested copies of Tekmarine's previous studies for his review. Mr. Francis indicated that he would be interested in providing offshore survey services. The Committee will discuss their desire to continue with offshore surveys at a future meeting. . 4.
