CALL TO ORDER:
Chair Willaims called the meeting to order at 9:00 a.m.
ROLL CALL:
Present: Members Hall, Copley, Jackson, Meyers, Williams, Howes & Reasons
Absent: None
Guests: Councilmember Kulchin, Dave Francis
APPROVAL OF MINUTES:
By proper motion, the minutes of the meeting held on June 13, 1995 were approved.
1. COUNCILMEMBER KULCHIN: Councilmember Kulchin briefed the Committee on the
City's efforts to secure State funding for the Seawall project. The Draft State Budget
is proposing to allocate $1.3 million over a two year period for the construction of this
project. Councilmember Kulchin also mentioned that the City is evaluating the need
to contract with a part time lobbyist to assist Carlsbad's efforts in receiving State &
Federal funds for future projects.
Councilmember Kulchin also commented on the Seapointe project and the opportunistic
sand which is being deposited on the Encina Beach. Mrs Kulchin mentioned that the
City has received a number of calls regarding the color of the "dirt" and commented
that a public information release should be issued as part of future beach nourishment
activities. Staff member Jantz was directed to prepare a list of alternative public
information methods and present them at the August meeting.
2. OPPORTUNISTIC SAND RFP: Staff member Jantz provided a brief update on the City's
Opportunistic Sand program. Staff is still working with the Regulatory agencies to
address comments on the draft permit applications. The delay is based on the need
to revise the bio report that Pacific Southwest Biological Services (PSBS) is preparing
for Moffatt and Nichol Engineers. As a result of the Seapoint Project, staff and Moffatt
and Nichol Engineers will contact and meet with representatives from the State
Department of Parks and Recreation for their comments and concerns.
In addition, Mr. Jantz provided copies of a memo from Craig Everts referencing grain
size analysis and bottom type information from the two deposition sites: Buena Vista-
North, Buena Vista-South, Agua Hedionda-North and Agua Hedionda South.
3. OFFSHORE MONITORING DRAFT SCOPE OF WORK: Staff member Jantz provided
copies of a "Draft" Scope of Work for the City of Carlsbad Beach Erosion Committee
Offshore Monitoring Program. The Committee referred the draft document for
comments to a sub-committee of Mike Howes, Don Jackson and Dave Copley to
review the "Draft" and report their comments at the August 8, 1995 meeting.
4. SHORELINE EROSION COMMITTEE UP-DATE: Member Don Jackson briefed the
Committee on the June 1 st Shoreline Erosion Committee meeting.

5. OLD BUSINESS: None
NEW BUSINESS: SDG&E will be requesting BEC approval for their 1 995/96 Dredging
Program for the outer basin of the Agua Hedionda Lagoon. They have requested a
meeting with staff and Committee representative to discuss their proposal before
forwarding the project for Committee consideration. Committee member Meyer will
attend the meeting and provide a report at the August BEC meeting.
6. COMMITTEE REPORTS: Chair Williams briefed the Committee on a new procedure for
future Committee Reports. Committee Reports will be presented by Committee
members based on assignments outlined in the BEC Goals and Objectives. The
member's name and the committee action will be highlighted in bold on future agendas.
7. PUBLIC COMMENT: Dave Francis provided data on a survey he conducted at the
Encina beachfill project.
ADJOURNMENT
By proper motion, the meeting was adjourned at 10:20 a.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, August 8, 1995, at the Housing and
Redevelopment office.
