CALL TO ORDER;
Chair Willaims called the meeting to order at 9:05 a.m.

APPROVAL OF MINUTES:
By proper motion, the minutes of the meeting held on August 18, 1995 were approved.
1 . SDG&E; Staff member Jantz provided a status of SDG&E's proposed 1 994/95 Dredging
Program and events that took place since the August EEC meeting. At the August
meeting, the Committee deferred their decision in order to review the dredging and
pending review and recommendation by Dr. Sonu. Mr. Jantz forwarded the comments
of the Committee to the Coastal Commission, Army Corps and State Parks and
Recreation for their consideration in SDG&E's request for amended permit requirements.
About two weeks later, Steve Jantz, Bob Meyers, Dave Willaims, Dr. Sonu, Dr. Scott
Jenkins, Coastal Commission and State Parks and Recreation attended a meeting at
SDG&E to discuss the program. The main purpose of the meeting was to discuss the
effects of placing sand north of the inlet jetty.
Due to the potential lack of quorum of the regularly scheduled September BEC meeting,
Lloyd Hubbs, City Engineer, wrote a letter to SDG&E dictating the placement of the
dredge material for this year: 150,000 cubic yards to be deposited at Oak Street, 200,000
cubic yards between the jetties and 50, 000 ± cubic yards south of the outlet jetty.
SDG&E provided a counter offer of placing 75,000 cubic yards to the north, SDG&E will
determine the timing of the dredging and the location of the disposal, and further
requested that the City support a long term program for deposition with their application
with the Coastal Commission Permit for a Coastal Development permit.
The City discussed with SDG&E an offer of putting a 100,000 cubic yards to the north
during the first phase of the dredging operation and the City would not support their
Coastal Commission Permit for a five year period. SDG&E declined this offer.
The next sequence of events was a trip to the Coastal Commission hearing held at
Eureka on September 14, 1995, attended by Steve Jantz and representatives of SDG&E.
SDG&E described the total program and explained to the Coastal Commission the
reasons why not to put sand to the north, based on Dr. Scott Jenkins research. Staff
requested that the Commission include in their conditions the provisions to match the
letter that Uoyd Hubbs had written. The Coastal Commission did not side with the City
and approved a one year dredge permit with a maximum of 500,000 cubic yards with no
description of deposition locations. The Coastal Commission stated they did not wish to
be involved the land use decisions between the City and SDG&E.

commitment to the City as far as'ihe dredging operations of the lagoon. SDG&E has
offered to place 25% of total dredge material to a stretch of beach to the north at Oak
Street, fertwe dredge quantitieslwiU not exceed 75,000 cubic yards for a single event,
SDG&E will determine the timing of the deposition of that material and the City will
support the SDG&E permit applications to agencies next year for a five year window.
The Committee recessed to an executive session to discuss SDG&E's latest proposal at
9:50 a.m. The meeting was reconvened at 10:10 a.m.

The Committee proposed a counter offer: 100,000 cubic yards from this year's program
based on the proposal to deposit 25% of the total proposed dredge material, delay to
negotiations of a five year commitment due to lack of information about the long term
program, eliminate the 75,000 cubic yards cap quantity. SDG&E can determine the
timing of that dredge deposition within the dredging operations and the City will support
the current applications to the regulatory agencies for five year permit.
SDG&E was disappointed about various elements of the Committee's proposal however,
they would process the Committee's desire before the management of the power plant.
SDG&E would coordinate their response with City staff for a quick resolution of the issue.
SDG&E stated their desire to begin dredging in the next couple of weeks.
The Committee approved by a 5-0 vote, a counter offer: a one year program with a
minimum of 100,000 cubic yards being placed at Oak Street based on 25% of the total
dredge quantities proposed, 250,000 cubic yards deposited between the jetties and
50,000 cubic yards deposited to the south of the outlet jetty.
2. COMMITTEE REPORTS:
• Offshore Monitoring Scope of Work - The Committee approved the final Request
for Proposal (RFP) for the Offshore Monitoring Program. Staff member Jantz will
forward the RFP's to the City Engineer for review and comment. If funding is
available, staff will send the RFP to a list of qualified consultants.
• Opportunjstjc Sand Program - Staff member Jantz provided a status report on the
Opportunistic Sand Program. Key facts were: that our consultant, Moffatt and
Nichol Engineers has completed the technical note, the Bio Report and the grain
size analysis requirements for the documents are completed, the next step is to
prepare and send the application for permits to the appropriate regulatory
agencies.
• Shoreline Erosion Committee Meeting - Member Jackson provided a summary of
the September 7, 1995 Shoreline Erosion Committee meeting. An important
issue was SANDAG's commitment to involve the entire region in supporting a
wide based shoreline monitoring program. The Committee approved a motion
by 5-0 vote to send letters of support for regional shoreline monitoring to
SANDAG.

ADJOURNMENT
By proper motion, the meeting was adjourned at 11:20 a.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, October 10,1995, at 9:00 a.m. at the Housing and
Redevelopment office.

1995/96 DREDGING PROGRAM FOR THE AGUA HEDIONDA LAGOON
Dear Mr. Dyson;
Pursuant to the requirements of Special Use Permit 92-04 and based upon discussions with the Carlsbad
Beach Erosion Committee, the following is your approved 1995/96 dredging program for the outer basin
of the Agua Hedionda Lagoon:
»• Upon commencement of SDG&E's dredging program, place the first 150,000 cubic yards of
dredge material beginning at the northerly limits of the permit area (Oak Street) and deposit the
material in a southerly direction building a beach profile of 150 feet from the toe of the seawall.
> Deposit the next 200,000 cubic yards of dredge material between the inlet and outlet jetties of
the Agua Hedionda Lagoon western basin.
»• Place the remaining material (approximately 50,000 cubic yards) south of the outlet jetty.
Failure to comply with the above program will constitute a violation of your Special Use Permit and
SDG&E would be subject to the provision of the Municipal Code.
