CALL TO ORDER: Chair Willaims called the meeting to order at 10:30 a.m. ROLL CALL: Present: Members Copley, Jackson, Meyers, Williams, Hall, Reasons & Howes Absent: None Guests: Mark Chomyn, Gerry Aiken and Paul O'Neal - SDG&E Dave Francis APPROVAL OF MINUTES: By proper motion, the minutes of the meeting held on September 19, 1995 were approved as amended. 1. SDG&E: Staff member Jantz provided a status of SDG&E's proposed 1994/95 Dredging Program and events that took place since the September BEC meeting. SDG&E has retained Don Worley as legal counsel in the matter of the City's authority of the Special Use Permit versus the Public Utilities Commission authority over the permit. SDG&E sent a letter dated October 6, 1995 to the City Council appealing the City Engineers decision dated September 6, 1995. An agenda bill for this appeal has been prepared for a tentative Council date of Tuesday, October 17, 1995. Dr. Sonu has been contacted to provide a brief technical presentation. Staff recommendation on this Agenda Bill is to deny the Appeal and to uphold the City Engineers Decision. SDG&E has stopped their dredging since September 28, 1995. No new dredging will occur until this matter is resolved whether it is by Council or the court system. The five year SDG&E Dredging proposal has been pulled off the table and we are now back to the one year proposal based on the City Engineer's letter of 150,000 cubic yards to the north, 200,000 cubic yards - between the jetties and the remainder to the south. Chair Williams encouraged SDG&E to try to meet with Staff, the City Engineer, City Attorney and himself to try to resolve this issue prior to the Council hearing on 10-17-95. 2. COMMITTEE REPORTS: • Offshore Monitoring Scope of Work - The final Request for Proposal (RFP) for the Offshore Monitoring Program was approved by the City Engineer with a budget of $18,000. Staff member Jantz will be mailing the RFP's on October 12, 1995. When the proposals come submitted, the subcommittee will reconvene for ranking and recommend the consulting firm for beach profile and consulting services. • Opportunistic Sand Program - Staff member Jantz provided the subcommittee copies of the Moffatt and Nichol Engineers technical notes and Bio Report for their review. The next step is to prepare and send the application for permits to the appropriate regulatory agencies. MINUTES OF: Beach Erosion Committee DATE OF MEETING: September 19, 1995 PAGE 2 • Shoreline Erosion Committee Meeting - Member Jackson provided a summary of the October 4, 1995 Shoreline Erosion Committee meeting. An important issue was the funding of SANDAG's regional based shoreline monitoring program. The Committee reviewed the funding allocation and agreed to contribute Carlsbad's share. The Committee will offer data from their continuing monitoring efforts on the local coastline as in kind services to be credited to Carlsbad's share of the regional program. 3. PUBLIC COMMENT: None ADJOURNMENT By proper motion, the meeting was adjourned at 11:20 a.m. The next meeting of the Beach Erosion Committee is scheduled for Tuesday, November 7, 1995, at 9:00 a.m. at the Housing and Redevelopment office.
