DATE OF MEETING: January 9, 1996
TIME OF MEETING: 9:00 a.m.
CALL TO ORDER:
Chair Willaims called the meeting to order at 9:00 a.m.
ROLL CALL:
Present: Members Copley, Jackson, Meyers, Williams, Hall, Reasons & Howes
Absent: None
Guests: Dr. Sonu of Tekmarine and Wendall Gayman of Sea Science Services.
APPROVAL OF MINUTES:
The minutes of the meeting held on October 10, 1995 were approved and that there were no
minutes for November and December due to cancellation of those meetings.
1. SDG&E: SD&GE has submitted a technical report prepared by Dr. Scott Jenkins outlining
the deposition location of the 100,000 yards of material on north beach and is currently
awaiting City approval. Staff member Jantz provided a brief description of the program
stating that SDG&E is proposing to deposit the material as far north as Oak Street and that
they are planning to place the heaviest sand material realized from the dredging activity just
east of the Carlsbad Boulevard bridge.
After discussion, the Committee suggested that SDG&E commence with Phase 2 of the
dredging program as late as possible in the winter season to ensure the retention of a
majority of the dredged material. The Committee was also concerned that SDG&E allow
adequate time to complete the dredging program by the April 1 5, 1996 deadline as outlined
in their permits.
2. COMMITTEE REPORTS:
• Offshore Monitoring Scope of Work - Five consultant teams responded to the
Request for Proposal. A consultant selection team comprised of Committee
members Copley and Jackson and staff member Jantz met last month to review the
submittals. Due to the timing of the regional coastline monitoring effort, this
project is on hold until SANDAG selects the regional consultant. The consultant
selection committee with then reconvene to chose a team to perform the
monitoring for Carlsbad's coastline.
• Shoreline Erosion Committee Meeting - Member Jackson summarized the January
4, 1996, Shoreline Erosion Committee meeting. Key highlights were: the Navy
Homeporting project is on schedule and state and federal funding for this project
is the number on priority in its legislative lobbying efforts.
3. ASBPA/CSBPA CONFERENCE SUMMARY: Committee Members Copley & Hall provided
an oral summary of topics covered at the ASBPA/CSBPA Annual Conference held on
November 15-17, 1995. Member Hall was very interested two subjects presented at the
conference: One was the economic importance of our beaches and the tourism they
generate. A beach nourishment project in Miami resulted in a tripling of tourist visits in five
years. Secondly, the City of Los Angeles had proposals to reduce their costs and
increase revenues. This was accomplished by having merchants sponsor beach vehicles,
operating supplies (with the sponsor's logo on the equipment), lifeguard caps, etc. Member
Hall forwarded her ideas by letter to Councilwoman Kulchin for review.
4. 1996 GOALS & OBJECTIVES: The Committee reviewed the 1996 Goals and Objectives
and made some minor revisions. Staff member Jantz will incorporate the Committee's
revisions to the 1996 Goals and Objectives.
5. COMMITTEE MEMBER COMMENTS: The Committee discussed the possibility of changing
the times of the meetings to the afternoons around 4:00 p.m. By unanimous consensus,
the Committee will now meet on the second Tuesday of each month at 4:00 p.m. in the
Housing and Redevelopment conference Room.

6. PUBLIC COMMENT: Wendall Gayman expressed concern that cities of Carlsbad, Solana
Beach, and Encinitas have been excluded from receiving sand from the Navy Homeporting
project. Mr. Gayman handed out a copy of his letter he sent to the SANDAG Shoreline
Erosion Committee representative detailing a proposal to fully evaluate the environmental
impacts of depositing the Homeporting sand on the Carlsbad beaches. The Committee
accepted the report and would consider the issue at another meeting.
ADJOURNMENT
By proper motion, the meeting was adjourned at 11:00 a.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, February 13, 1996, at 4:00 p.m. at the Housing and
Redevelopment office.
