CALL TO ORDER:
Chair Willaims called the meeting to order at 4:00 p.m.
ROLL CALL:
Present: Members Copley, Jackson, Meyers, Williams, Hall, Reasons & Howes
Absent: None
Guests: Bob Norvett, Oceanside resident.
APPROVAL OF MINUTES:
The minutes of the meeting held on January 9, 1996 were approved.
1. SDG&E: Staff member Jantz provided a status on SDG&E's 1995/96 dredging
program for the outer basin of the Agua Hedionda Lagoon. As a result of the
Phase I portion of the program, SDG&E placed approximately 255,000 yards of
sand material between the jetties of the lagoon. The Phase II portion will
deposit a minimum of 100,000 yards north beginning at Oak Street. The Phase
III effort will deposit the remaining material (estimated at 150,000 yards) back
between the jetties with a small portion being deposited south of the outlet
jetties.
SDG&E has been sent a letter from the City Attorney's office indicating that
they must start the final two phases no later than March 4th in order to
complete the total dredge program during the window established by the
regulatory agency permits. Staff has been working with SDG&E to determine
the appropriate method of beach building with the intent of retaining the
majority of the dredged material on the back side of the beach and reducing the
potential of re-entrainment back into the lagoon.
2. OPPORTUNISTIC SAND PROGRAM - The program is on hold for a policy
decision from the Environmental Protection Agency and the Army Corps
determining grain size, color and type of sand that can be deposited on our
local beaches.
3. COMMITTEE REPORTS:
• Shoreline Erosion Committee Meeting - Member Jackson summarized the
February 1, 1996, Shoreline Erosion Committee meeting. Key highlights
were: the Navy Homeporting project schedule and state and federal
funding efforts for this project.
• Offshore Monitoring Scope of Work - Staff member Steve Jantz will
participate in the SANDAG consultant ranking for the regional wide
offshore monitoring program. Once this selection is made, the Committee
can move forward on our local consultant ranking.
4. 1996 GOALS & OBJECTIVES: The Committee approved (5-0 vote) the 1996
Goals and Objectives with minor modifications. These goals and objectives will
be forwarded to the City Council.
