DATE OF MEETING: April 9,1996

CALL TO ORDER:
Chair Willaims called the meeting to order at 4:00 p.m.
ROLL CALL:
Present: Members Copley, Jackson, Meyers, Williams, & Howes
Absent: Member Hall and Member Reasons
Guests: David Cannon MEC Analytical, Paul O'Neal, SDG&E, Ruth Lewis, League of
Women Voters, Bob Richards, resident and Robert Prohaska, resident.
APPROVAL OF MINUTES:
The minutes of the meeting held on February 13, 1996 were approved.
1. SDG&E: SD&GE completed Phase II of the 1995/96 dredging program at the end of
March, depositing approximately 115,000 cubic yards of beachfill north of the Tamarack
Beach parking lot. SDG&E began Phase III placing the remaining material (approximately
150,000 cubic yards) back between the jetties with a small portion being deposited south
of the outlet jetties. SDG&E 's current permit expires April 15, and is awaiting response
on their proposed time extension to April 30, 1996 to complete the sand deposition.
2. OPPORTUNISTIC SAND PROGRAM - Staff member Jantz has processed an amendment
and extension of contract with Moffatt and Nichols to begin Phase II of the Opportunistic
Sand Program. This effort will be funded by the Department of Boating and Waterways.
The Carlsbad by the Sea, Lutheran Home project will have approximately 60,000 cubic
yards of excavated material available for beachfill and will be used as an example
opportunistic sand project.
David Cannon of MEC Analytical briefed the Committee on the City of Splana Beach's
Lomas Santa Fe Grade Separation project. This project will lower the train tracks 20 to
30 feet and provide approximately 80,000 cubic yards of sand available for beachfill. The
Committee approved a motion (5-0) to send a letter of comments to the U.S. Army Corps
(attached) supporting Solana Beach's application for permit.
3. OFFSHORE MONITORING RFP: The subcommittee consisting of members Copley,
Jackson and staff member Jantz evaluated the five proposals received to provide Offshore
Monitoring and consultant services. The subcommittee recommended selecting the team
of Nobel Consultants, Coastal Frontiers, Everts Consultants and Group Delta Consultants.
Staff member Jantz will process the appropriate consultant contract.
4. COMMITTEE REPORTS:
•• Shoreline Erosion Committee Meeting - Member Jackson summarized the April
4, 1996 meeting. Key highlights were: the Navy Homeporting project schedule,
state and federal funding efforts for this project and Sandag's approval of an
Memorandum of Agreement with the Coastal Commission to administer sand
mitigation fees.

6. NEW BUSINESS:
» Navy Homeporting Technical Committee - The BEC Committee approved a
motion (5-0) appointing Chair Williams as a member on the Navy Homeporting
Technical Advisory Committee. Chair Williams appointed Bob Meyer as his
alternate. This committee will participate in the review of the beach placement
design on Carlsbad beaches.
7. COMMITTEE MEMBER COMMENTS: None
ADJOURNMENT
By proper motion, the meeting was adjourned at 5:00 p.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, May 14, 1996, at 4:00 p.m. at the Housing and
Redevelopment office.
