HomeMy WebLinkAbout1996-07-09; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: July 9, 1996 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chairman Howes called the meeting to order at 4:00 p.m. ROLL CALL: Present: Members Copley, Meyers, Jackson, & Howes Absent: Members Hall, Williams, Reasons Guests: Terry Wells - North County Times APPROVAL OF MINUTES: The minutes of the meeting held on June 11, 1996 were approved. 1. OPPORTUNISTIC SAND PROGRAM: Staff member Jantz briefed the Committee on the status of this item. Steve explained that this program had been on hold for awhile, awaiting the outcome of the grade separation project by Solana Beach. Because it was similar in nature, Carlsbad wanted to learn from their resolution, refine it, and apply it to its own program. Steve met with representatives from the Coastal Commission and Army Corps of Engineers last week and will mold the comments into a report focusing on the project description and technical issues, which will be submitted later this month. The technical issues focus on four areas: grain size, toxicity, color, and methodology of deposition. Compliance of grain size, toxicity, and color criteria can be determined through the soils analysis process. Methodology can be addressed by establishing a manual detailing the procedures for field work and managing the deposition of materials. Staff will package this and submit it with the permit. The intent is to gain a general permit in which the City could administer this type of program. Initially, the problem the Army Corps had with this idea was that they were not willing to relinquish 100% authority to the City. However, the Army Corps will act as an advisory to the City; the City would streamline the Corps process by having it evaluated, and the Army Corps would give its approval following their assessment for compliance. 2. OLD BUSINESS:. Staff member Steve Jantz briefed the Committee on the status of the Seawall project, and noted that the City received 75% submittal of the package last week. The package was reviewed and comments were forwarded back to Woodward/Clyde. The aim is to award the contract by September 15 and begin construction before the end of the federal fiscal year, and before Coastal Commission and Army Corps permits expire. The Coastal Commission has not made changes to the Seawall as proposed. The City will select a staff inspector to work full time on this project. Because of the size of the project, the bidding process will not be competitive. 3. COMMITTEE MEMBER COMMENTS: Member Copely announced that this would be his last meeting as his term had expired and a new member had been appointed, and added he enjoyed working on this Committee. He ended his comments by saying the best thing this Committee could do was to continue work on long term nourishment. On behalf of the Engineering Department, Steve thanked Member Copley for the work and input he contributed during his term. Chairman Howes said he would like to see the Committee Members become more involved in projects. Steve responded that it was his desire as well to have the Committee more involved and that he would add that topic for discussion on the September agenda when the new Member would be present. 4. PUBLIC COMMENT: Terry Wells asked if the Master Permit pertained solely to areas inside Carlsbad, or outside of Carlsbad as well. Steve answered that it included areas within Carlsbad, which are the Buena Vista Lagoon and Agua Hedionda. ADJOURNMENT By proper motion, the meeting was adjourned at 4:40 p.m. The next meeting of the Beach Erosion Committee is scheduled for Tuesday, August 13, 1996, at 4:00 p.m. at the Housing and Redevelopment office.
