HomeMy WebLinkAbout1996-09-03; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: September 3, 1996 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Vice Chair Hall called the meeting to order at 4:00 p.m. ROLL CALL: Present: Members Hall, Jackson, Meyers, Prohaska andWilliams Absent: Members Howes and Reasons Guests: Bruce Macklin - Carlsbad resident APPROVAL OF MINUTES: The minutes of the meeting held on July 08, 1996 were approved. 1. INTRODUCTION OF NEW COMMITTEE MEMBER: Co-Chair Hall welcomed Robert Prohaska our newest member to the Committee. Robert briefed the Committee on his "Beach" related background. 2. OPPORTUNISTIC SAND PROGRAM: Staff member Jantz briefed the Committee on the status of the Opportunistic Sand permit application through the regulatory agencies. Color, grain size and toxicity testing issues are close to being resolved. Bud Carroll, president of The Beach Homeowner Association has requested a presentation at their September Board meeting. Mr. Carroll indicated that they support the City's program. 3. SHORELINE EROSION COMMITTEE: Member Jackson briefed the Committee on the Shoreline Erosion committee meeting of August 1, 1996. Key highlights were: • Navy Homeporting Project - The legal challenge filed by the Environmental Health Coalition was not upheld, which allows dredging in the inner turn basin to begin in September. • Sandag is co-sponsoring the California and the World Ocean Conference to be held on March 24-27, 1997. Committee participation is encouraged. • Regional Shoreline Monitoring for the fall cycle has been approved and Carlsbad's share is approximately $3,000. • The La Paz Sand for Trash Program has enlisted Oceanside as a pilot program. Oceanside will be receiving approximately 20,000 yards of sand over the next six months atBucaneer Beach. 4. OLD BUSINESS: Update on the Seawall Project - The Seawall Project Cost Sharing Agreement and art issues is going to Council on Tuesday, August 13, 1996. The Plans and Specifications are 100% complete, the award is scheduled for early October and construction is to begin in late October with an estimated completion of March 1997. Funds will be authorized next week; $1.335 million from the State and $800,000 from the City. Models of the project can be viewed at the City Library. Future Projects - The committee will discuss future work efforts at their September meeting. 5. NEW BUSINESS: None Beach Erosion Minutes Meeting of 08-13-96 Page 2 6. COMMITTEE MEMBER COMMENTS: None 7. PUBLIC COMMENT: Bruce Macklin, a Carlsbad resident is interested in participating and helping in any way possible with the Committee to acquire sand for our coastline. ADJOURNMENT By proper motion, the meeting was adjourned at 4:50 p.m. The next meeting of the Beach Erosion Committee is scheduled for Tuesday, September 10, 1996, at 4:00 p.m. at the Housing and Redevelopment office.
