HomeMy WebLinkAbout1997-02-11; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: February 11,1997 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Howes called the meeting to order at 4:05 p.m. ROLL CALL: Present: Members Hall, Howes, Jackson, Meyers and Prohaska Absent: Member Reasons Guests: Don Hadley, Ray Duncan, Bruce Macklin, Linda Tontini and Dale King APPROVAL OF MINUTES: The minutes of the meeting held on January 14, 1997 were approved. 1. OPPORTUNISTIC SAND PROGRAM; Staff member Jantz reported on the progress of the Opportunistic Sand Permitting process. The two items left to complete the process are: an Offshore Biological study at both discharge sites required by the Army Corps and a High Tide Line Survey required by the State Lands Commission. Carlsbad will rely on the Navy's Homeporting biological studies for these sites as soon as they are available. 2. SDG&E DREDGING PROGRAM: Chair Howes attended a meeting hosted by SDG&E to advise the attendees on the near and long term lagoon proposed dredging schedule and future enhancements. Phase I will dredge the outer and middle basins of the lagoon with Phases II through IV dealing with the inner basin. Staff member Jantz told the Committee that the middle lagoon hasn't been dredged since 1954. Phase I will generate approximately 200,00 cubic yards of sand which would be available in early September to put on Carlsbad beaches. The middle basin will generate another 77,000 - 80,000 cubic yards beginning in December. Staff member Jantz also reviewed maps with the Committee of the lagoon findings. SDG&E does not intend to put sand to the north, as their contention is it will close the mouth of the lagoon. The Committee discussed writing letters to all the regulatory agencies on what sand deposition locations are needed and why. 3. SHORELINE EROSION COMMITTEE: Committee Member Jackson reported on the Shoreline Erosion Committee meetings of February 6, 1997. Key highlights were: a proposal for a Public Information program on Navy Homeporting with Videos, slides, Public Workshops and press coverage; Long term Regional Coastal Sand Replenishment program; Regional Monitoring Program with Carlsbad's portion costing $13,356; The California Shore and Beach Preservation Association have a proposed bill to provide State money for the Beach Erosion. A Groundbreaking ceremony for the Navy Homeporting is tentatively scheduled for April 29, 1997. 4. OLD BUSINESS: • Homeporting project comments from SDG&E - SDG&E is concerned with Homeporting sand being deposited north of Agua Hedionda lagoon. Meetings are being scheduled with SDG&E and the Navy to discuss possible measures to reduce to possibility of sand being entrained back into the lagoon system. MINUTES OF: Beach Erosion Committee DATE OF MEETING: February 11,1997 TIME OF MEETING: 4:00 p.m. • Seawall Status - The Seawall construction is moving along and is expected to be complete by late April. • City Of Oceanside Pilot Groin Project - Don Hadly, Harbor Superintendent for the City of Oceanside gave a presentation on Oceanside's new Beach Protection Committee. Oceanside has invited the EEC to attend their next meeting on March 26, 1997 at the Oceanside Council Chambers. Oceanside is interested in including the finding of the Shoreline Erosion and Assessment Atlas of the San Diego Region into the Long Term Beach Replenishment Program currently being considered by SANDAG. 5. NEW BUSINESS: • Spring Offshore Monitoring - Staff Member Jantz will develop a scope of work with Coastal Frontiers to perform our spring survey event. 6. COMMITTEE MEMBER COMMENTS: None 7. PUBLIC COMMENT: None ADJOURNMENT By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach Erosion Committee is scheduled for Tuesday, March 11, 1997 at 4:00 p.m. at the Housing and Redevelopment office.
