DATE OF MEETING: March 11,1997

CALL TO ORDER:
Chair Howes called the meeting to order at 4:05 p.m.
ROLL CALL:
Present: Members Hall, Howes, Jackson, Macklin and Prohaska
Absent: Members Meyers and Reasons
Guests: Ray Duncan - City of Oceanside

APPROVAL OF MINUTES:
The minutes of the meeting held on February 11, 1997 were approved.
1. CALIFORNIA AND THE WORLD OCEAN '97 CONFERENCE: Staff member Jantz
passed out programs for the California and World Ocean Conference to be held on
March 25-27, 1997 in San Diego. Steve is preparing a slideshow for his presentation
with Chris Webb on the City's Opportunistic Sand Program for Thursday, March 27,
1997.
2. SHORELINE EROSION COMMITTEE: Committee member Jackson reported on the
Shoreline Erosion Committee meeting of March 6, 1997. Key Highlights were: The Navy
signed an $8 million agreement with SANDAG in order to fund sand deposition onto the
coastal beaches for the Navy Homeporting project; SANDAG approved Regionwide
Coastal Monitoring program and has sent letters to the coastal cities for their funding
share. Staff member Jantz will work on funding for Carlsbad's share. Assembly Bill
1228, California Beach Enhancement Act was introduced on 2/28/97 to the State
Assembly. The Committee approved a 5-0 motion, to request Council to write letters of
support for funding of this bill.
3. OLD BUSINESS:
• Homeporting Project - Final Federal funding has been approved to move sand on
the beach at the deposition sites.
• Opportunistic Sand Program - Carlsbad is awaiting the Navy's Homeporting studies
to complete the Opportunistic Sand Permitting process.
• La Paz Sand Delivering Demo - Staff member Jantz will be attending La Paz sand
delivering demonstration at Oceanside beach on Wednesday, March 12, 1997.
Committee members are invited to see this demo.
• Ponto Beach - State Parks and Recreation has submitted an amendment to their
Army Corps permit to move red sand from the beach to the surf zone and monitor
turbidity. The permit is currently out for a 15 day public review. This moving of sand
is a learning opportunity, no cost to the public. The BEC will provide visual
monitoring and photos of the deposition operation.

• Seawall - Construction is scheduled to be complete by the end of April. A couple of
Change Orders are in process. One is to extend the fence at the north end of the
project to tie into the fence on the bridge. The second is to build a concrete ramp on
the south beach for access to the life guard tower and to provide handicap access.
Member Mackin mentioned that the existing SDG&E fence takes away from the
aesthetics of the new wall. Staff member Jantz will talk to SDG&E to request a new
or upgraded fence.
4. NEW BUSINESS: Ron Flick of CSBPA will host a dinner meeting, April 29, 1997 at Pea
Soup Anderson to discuss AB 1228. Time to be announced. This date conflicts with
the Boards and Commission training.
City of Oceanside is lobbying for Federal funding of the Harbor Dredging as the Army
Corps will be getting out of the funding process.
5. COMMITTEE MEMBER COMMENTS: Member Macklin would like the City Attorney to
review AB 1228 for comments.
6. PUBLIC COMMENT: Ray Duncan, City of Oceanside invited the Committee to attend
the next Beach Protection Committee meeting on April 24, 1997, 3:00 p.m. at
Oceanside Council Chambers.
By proper motion, the meeting was adjourned at 4:40 p.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, April 8, 1997 at 4:00 p.m. at the Housing and
Redevelopment office.
