CALL TO ORDER:
Chair Howes called the meeting to order at 4:05 p.m.
ROLL CALL:
Present: Members Howes, Jackson, Macklin and Meyers
Absent: Members Hall, Proshaska and Reasons

APPROVAL OF MINUTES:
The minutes of the meeting held on March 11, 1997 were approved.
1. CALIFORNIA AND THE WORLD OCEAN '97 CONFERENCE: Staff member Jantz,
Members Howes and Macklin shared their experiences from the California and World
Ocean Conference they attended on March 25-27,1997 in San Diego.
The Committee reviewed a video tape regarding geotextile groins. Staff Member Jantz
will invite Ron Flick to attend the May 13, 1997 Beach Erosion meeting to give technical
information on the success of groins. Member Macklin will talk informally to the
Surfrider's Association and invite them to also attend the May 13, 1997 BEC meeting to
discuss groins.
2. SDG&E 1997/98 DREDGING PROGRAM: Staff member Jantz will mail the Committee
a draft a letter of the Beach Erosion Committee's comments to SDGE's Army Corp's
and Coastal Commission Permits, requesting that sand be deposited north of the inlet
jetty.
SDG&E's proposed dredging schedule is to begin in September and end in December.
Dredging approximately 200,000 - 225,000 cubic yards of sand from the outer lagoon
and 58,000 cubic yards from the inner lagoon. The original inner lagoon quantity was
reduced due to the extent of eel grass on the sand bars.
3. PONTO BEACH SAND: State Parks and Recreation's Army Corps Permit was
approved Monday, April 7, 1997 to move "red" sand from the beach to the surf zone and
monitor turbidity. The moving of sand began Tuesday, April 8, 1997. Member Jackson
will take photos four times a day for the next 3 days for visual monitoring and photos of
the deposition operation.
4. OFFSHORE MONITORING: The Committee discussed the purpose of future offshore
monitoring with regard to budget constraints for 1997/1998 Fiscal Year. Is the existing
monitoring (since 1986) still valuable? Member Jackson thought it would be a good idea
to piggyback on Regional Monitoring requesting two more sites saving funds from the
budget.

5. OLD BUSINESS:
• Navy Homeporting Project - The Coastal Commission approved Phase 1 of the
Navy Homeporting Project Tuesday, April 8, 1997. This approval gives Oceanside
and Solana Beach Coastal Development permits.
• Sandag Regional Offshore Monitoring - Staff Member Jantz will prepare and agenda
bill for City Council to appropriate funds for the Sandag Regional Offshore
Monitoring.
• Public Beach Enhancement Act AB # 1228 - Staff Member Jantz will be preparing an
agenda bill in support of this assembly bill.
6. NEW BUSINESS:
• Groins - The Committee will consider some fact findings on groins and determine
whether or not to write a proposal for Council Approval.

8. PUBLIC COMMENT: None
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, May 13, 1997 at 4:00 p.m. at the Housing and
Redevelopment office.
