CALL TO ORDER:
Chair Jackson called the meeting to order at 4:05 p.m.
ROLL CALL:

APPROVAL OF MINUTES:
The minutes of the meeting held on September 9, 1997 were approved.
1. EL NINO PREPAREDNESS: Heidi Heisterman from the Streets Maintenance Division
provided a brief report on the City's action plan in preparedness for this years potential
El Nino occurrence. The action plan focused on Preparation, Mitigation, Response and
Recovery for all four quadrants of the City.
2. NAVY HOMEPORTING PROJECT STATUS REPORT: Staff member Jantz reported
that the Navy Homeporting Project is suspended due to the discovery of live munitions,
a dummy torpedo and other potentially dangerous items in the sand deposited on
Oceanside Beaches. Homeporting sand would be a protective measure against El
Nino. The Navy, through the Department of Defense in Washington D.C. is considering
various alternative approaches to removing the ordnance from the dredged material. A
decision is due in the near future. Carlsbad and other North County cites are lobbying
to keep this "Once in a generation" project alive.
3. OPPORTUNISTIC SAND PROGRAM: Staff member Jantz provided a summary report
on the status of the program and a meeting with the regulatory agencies relative to
sand quantities. The regulatory agencies have increased their knowledge and support
of the Opportunistic Sand Program, their main concern for the use of inland sources of
material is the justification that the sand deposition quantity does not have a negative
impact on natural offshore resources. The Carlsbad program seems to be in line with
the requirements of these agencies. Mr. Jantz will coordinate a meeting with the Beach
Homeowners Associations regarding land issues and storage sites. Mr. Jantz is still
pursuing the final monitoring report from the Ponto Beach Sand project from Dr.
Sherman of U.S.C. This report should be available by November 12, 1997.
4. SHORELINE EROSION COMMITTEE: Committee member Jackson provided a
summary report of the SANDAG Shoreline Erosion Committee meeting of October 1,
1997. Key issues were: The suspension of the Navy Homeporting Project, the La Paz
Trash for Sand program, a proposal from the Foundation for Tobacco Free Youth
project to sell sand from a site near Palomar Mountain. Their offer is $1.00 cubic yard
and does not include hauling, loading, unloading or mining permit.
5. OLD BUSINESS:
• CSBPA Membership - Membership funds were not budgeted for this year. Staff
member Jantz will put CSBPA as a line item in March for the July '98 budget.
• Offshore Monitoring Program - Coastal Frontiers is scheduled to perform the fall
beach profile survey effort next week. This schedule coordinates with Sandag's
regional offshore profile monitoring program.

• SDG&E: Staff member Jantz briefed the Committee on SDG&E's progress on the
offshore study of the impact of the power plant required as part of their Coastal
Development permit. The consultant chosen to prepare the report will research
documents since 1940, compile, evaluate and summarize their findings, and
determine if there is enough information to make a determination of the impacts of
the power plant on coastal erosion The Coastal Commission will consider the
revised findings at their November meeting. SDG&E is also scheduling the coastal
permit for the middle lagoon at the same November meeting.
SDG&E started dredging the outer lagoon on September 15th and are 46%
complete with 200,000 cubic yards being placed between the jetties. This project
is expected to be completed before Thanksgiving. SDG&E is projecting to begin
the middle lagoon by December or they will lose their funding. SDG&E desires to
start dredging the inner lagoon in January, estimating that 350,000 cubic yards of
sand will be placed on the beaches.
6. NEW BUSINESS:
• CSBPA Annual Conference - November 12, 1997 - Staff member will attend and
make a presentation on Opportunistic Sand Program with Chris Webb.
Applications for attendance were made available to members.
• Oceanside Beach Restoration Committee meetings - Held on fourth Thursday
of every month. Member Macklin volunteered to attend and be the liaison for the
BEC. Mr. Jantz made a suggestion to meet quarterly with the Oceanside
committee.
• A November 6, 1997 meeting with the Regulatory agencies has been scheduled
to finalize discussions on inland sources of beach sand. The agencies currently
agree with Carlsbad's program and would like to further use our information to
develop a regionwide permit/program for the use of inland sources of material fro
beach replenishment activities.
• Carlsbad Boulevard Realignment • Staff member Jantz briefed the Committee
on the City's project to look at realigning the Carlsbad Boulevard between
Manzano Drive and Avenida Encinas. This project would also include moving the
southbound lane easterly and realigning Palomar Airport Road as a "T"
intersection. The excess right-of-way could provide opportunities for land swaps
with the State Department of Parks and Recreation. A RFQ has been mailed out
for a Feasibility study to evaluate potential future land uses, land swaps and
business opportunities which would provide revenues to fund the project.
7. COMMITTEE MEMBER COMMENTS:
• Members Macklin and Hall expressed interest in finding out more information on
Carlsbad's trash program to see if we can get involved in the Sand for Trash
program. Staff member Jantz will make a trash report or invite a guest to speak
at the November 18, 1997 BEC meeting.
