DATE OF MEETING: December 9,1997
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER:
Chair Jackson called the meeting to order at 4:05 p.m.
ROLL CALL:
Present: Members Jackson, Hall, Howes, Macklin, Meyers and Prohaska
Absent: Member King
Guests: Frank Mannen, Steve Aceti and Dave Copley
APPROVAL OF MINUTES:
There were no minutes to be approved as November meeting was canceled due to lack of
quorum.
1. CITY TRASH CONTRACT: Assistant City Manager Frank Mannen gave a report on the
City trash disposal arrangements and the relation to the La Paz trash for sand proposal.
Based on the City's current waste charges, changing disposal to La Paz with the return of
sand would exceed current charges and would require a monetary subsidy. The
Committee requested Kelly Barber's attendance at a future BEG meeting for additional
input and estimated sand transport cost for the La Paz sand to reach our beaches.
2. NAVY HOMEPORTING PROJECT STATUS REPORT: Staff member Steve Jantz
provided the Committee a copy of Navy's Status Update for Sandag Shoreline Erosion
Committee on the Navy's Homeporting Beach Replenishment Project. He reviewed it with
the Committee noting that the Homeporting Project is having great difficulty due to the
Navy's inability to find a timely solution that removes the munitions ensuring public safety
and completes the dredging in time for the arrival of the USS John C. Stennis in August
1998. The Navy will continue to send 26,000 cubic yards daily to their dredge disposal site
offshore at Point Loma (LA-5).
3. AGUA HEDIONDA LAGOON DREDGING: Staff member Steve Jantz provided a report on
the status of SDG&E's Agua Hedionda Lagoon Dredging Program. SDG&E has dredged
200,000 cubic yards from the outer lagoon and estimates the dredging of 57,000 cubic
yards from the middle lagoon to begin mid December once the Fish and Wildlife issues on
mitigation are resolved. Paul O'Neal of SDG&E informed the Committee on their
commitment to begin the dredging of the middle lagoon beginning the mid December.
SDG&E is also projecting to receive a permit for dredging the inner lagoon at the February
1998 Coastal Commission Hearing.
Mr. O'Neal also briefed the Committee on the progress of the Power Plant being sold. The
Bid Auction process will not impact the dredging program. The power plant will operate as
an independent for two years after the sale to a new owner/operator.
4. CSPBA ANNUAL CONFERENCE: Staff member Steve Jantz briefed the Committee on
highlights of the conference including the presentation on the City's Opportunistic Sand
Program. Mr. Steve Aceti, Board Member of CSPBA, also provided his insight to the topics
discussed at the conference.
5. NEW BUSINESS:
• Oceanside Beach Restoration Committee meeting - Member Macklin briefed the
BEC on the Oceanside meeting he attended, December 9, 1997. Oceanside wants to
support any joint meetings and supportive relationships for attaining sand for north
county beaches.
6. COMMITTEE MEMBER COMMENTS: Member Prohaska suggested using rail cars to
transport sand to the beaches. Mr. Prohaska also suggested that the region investigate
sand sites for future dredging opportunities.

7. PUBLIC COMMENT: Paul O'Neal suggested that City lobby for the Navy Homeporting
allocated funds to be used for other sand replenishment opportunities. Mr. O'Neal also
suggested bringing sand to the beach via a railroad spur.
Ken Price, Acting Community Services Director, suggested that SDG&E coordinate with
the City the recreational operations in the lagoon prior to the dredging of the inner lagoon.
The current boating operations will be impacted and should be notified as soon as final
plans for dredging are developed.
8. OLD BUSINESS: None
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, January 13, 1998 at 4:00 p.m. at the Housing
and Redevelopment office.
