CALL TO ORDER:
Chair Jackson called the meeting to order at 4:07 p.m.
ROLL CALL:
Present: Members Jackson, Hall, King and Macklin
Absent: Members Prohaska, Meyer and Howes
Guests: Kelly Sarber, Steve Aceti and Dave Copley
APPROVAL OF MINUTES:
The December minutes were approved by a 4-0 vote.
1. LA PAZ TRASH FOR SAND - Kelly Sarber provided a brief presentation on the La Paz
Trash for Sand proposal. Her focus was based on the cost effective approach realized
with "Regional Approach" and possibly partnering with an existing trash separation
operation: such as with La Mesa or Escondido. The amount of trash which could be
diverted to La Paz and the sand being returned in the same trucks could make buying sand
more feasible for Carlsbad and other cities. The Committee passed a motion 4-0
recommending that Kelly be scheduled for an upcoming Shoreline Erosion Committee to
discuss the regional approach. A second motion, passed 4-0, was that the Beach Erosion
Committee supports Kelly in her task of finding other cities to cooperate with this sand
project.
2. NAVY HOMEPORTING PROJECT - Staff member Jantz reported that the Navy still is on
hold due to their difficulty in finding a viable solution to screening the dredged material from
munitions. The Navy has not yet provided their report of findings. If the project is
scrapped, the region is interested in lobbying to keep the state funding ($4 million) to
evaluate other opportunities such as; the Trash for Sand Project, buying a regional dredge
and pursue offshore sites, or even hjring the Great Lakes Dredging Company to use the
Styvensant to dredge offshore deposits and pump sand onshore.
3. AGUA HEDIONDA LAGOON DREDGING - Staff member Jantz reported that SDG&E has
completed dredging the outer lagoon providing 200,000 cubic yards of sand to the beach.
A quantity of 57,000 cubic yards is being dredged from the middle lagoon which is just
about completed. SDG&E has applied for a permit to dredge the inner lagoon including an
amendment for one last maintenance dredging operation of the outer lagoon. SDG&E is
projecting this item will be heard at the February 4*" Coastal Commission meeting.
4. OLD BUSINESS: None
5. NEW BUSINESS: Beach Erosion Goals and Objectives for 1998 are due. A copy will be
provided with the February agenda.
6. COMMITTEE MEMBER COMMENTS: Member Macklin passed out an article entitled
Science and Technology he would like to discuss at the February Meeting.
7. PUBLIC COMMENT: None
By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach
Erosion Committee is scheduled for Tuesday, February 10, 1998 at 4:00 p.m. at the Housing
and Redevelopment office.
