HomeMy WebLinkAbout1998-02-10; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: February 10,1998 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Jackson called the meeting to order at 4:05 p.m. ROLL CALL: Present: Members Jackson, Hall, Mowers, King, Prohaska, Macklin and Meyer Absent: None Guests: Ray Duncan APPROVAL OF MINUTES: The January 13, 1998 minutes were approved by a 7-0 vote. 1. AGUA HEDIONDA LAGOON DREDGING: Staff member Jantz briefed the Committee on SDG&E's permit application schedule for the February 5, 1998 Coastal Commission hearing. The Coastal Commission granted SDG&E a permit to dredge the inner lagoon including an amendment for one last maintenance dredging operation of the outer lagoon. SDG&E also had a special condition from Coastal Commission requiring a Memorandum of Agreement (MOA) between SDG&E and the Coastal Commission committing to the placement of 500,000 cubic yards of sand on Carlsbad's beaches as follows: A minimum of 150,000 cubic yards on north beach prior to Memorial Day 1999, 200,000 cubic yards on middle beach and 150,000 cubic yards on south beach. The MOA also stipulates that these conditions will happen even if the plant is sold to a new buyer. The Public Utilities Commission requires SDG&E to dredge the lagoon prior to the sale of the plant. When the plant is sold SDG&E will still operate the plant for two years. SDG&E will dredge the inner and outer lagoon and the last maintenance dredging bringing the whole lagoon to its optimum configuration. This dredging will begin February 16, 1998. The middle lagoon dredging was finished last week putting 57,000 cubic yards on the beach. The dredge will now be moved to the eastern side of I-5 to start the "pit". Middle beach and south beach will receive sand starting next week. SDG&E requested a time extension from the Army Corps dredge the inner lagoon throughout the summer because they are not doing beach disposal. This will not effect the findings of the offshore study. Member Macklin expressed concern over the dredging of the lagoon effecting the recreational users. 2. SHORELINE EROSION COMMITTEE: Member Jackson and Staff member Jantz briefed the Committee on the February 6, 1998 Shoreline Erosion meeting; key topics were: • Navy Homeporting update - Sand disposal at LA-5 was halted by a lawsuit from the Coastal Commission against the Navy to require mitigation for the sand that is not going to the beaches in order to comply with the Coastal Zone Management Act. The Navy discussed a federal bill to reroute the funding back to the region and complete the Homeporting project. The Navy report of findings shows no solution for the screening process problem. • La Paz Sand for Trash proposal - Rescheduled for the March Shoreline Erosion meeting. • Regional Offshore Monitoring funding - Carlsbad's portion is $6,656 to continue with this service in conjunction with Sandag. • Beach related Assembly Bills - he Shoreline Erosion Committee supports the three pending bills: AB 1228 Public Beach Enhancement Act, AB 1000 Clean Coastal Water & Rivers and Bond Act for long range park clean up. • Update on regional Opportunistic Sand projects - Sandag staff updated the region on future beach nourishment projects. GOALS AND OBJECTIVES: The Committee reviewed and revised their 1998 Goals and Objectives (copy attached). At the March 10 EEC meeting, the Committee will review and discuss ongoing member work assignments. 3. OLD BUSINESS: Member Macklin discussed an article on Artificial Reefs that he distributed to the BEC at the January meeting. He expressed an interest in pursuing funding and suggested that the Committee host a public workshop on sand retention devices. 4. NEW BUSINESS: None 5. COMMITTEE MEMBER COMMENTS: The Committee suggested a joint workshop with the Oceanside Beach Restoration Committee to discuss like issues and the sharing of information on proposed future projects. 6. PUBLIC COMMENT: None By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach Erosion Committee is scheduled for Tuesday, March 10, 1998 at 4:00 p.m. at the Housing and Redevelopment office.
