DATE OF MEETING: March 10,1998
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER:
Chair Jackson called the meeting to order at 4:00 p.m.
ROLL CALL:
Present: Members Jackson, Hall, King, Prohaska, Macklin and Meyer
Absent: Member Howes
Guests: Ray Duncan
APPROVAL OF MINUTES:
The February 10, 1998 minutes were approved by a 6-0 vote.
1. SHORELINE EROSION COMMITTEE: Member Macklin and Staff member Jantz briefed the
Committee on the March 5, 1998 Shoreline Erosion meeting; key topics were:
• Navy Homeporting update - The Navy discussed their current efforts in beginning the
environmental review element of the required mitigation program established by the
Coastal Commission. The Navy further stated that they have proposed a bill in
Congress to fund the required beach replenishment work. This funding is proposed in
the federal FY99 budget.
• Long-term Beach Replenishment - The City of Oceanside requested that this program
be a standard agenda item on future Shoreline Erosion Committee agendas such that
the Committee does not lose sight and focus on the need to complete this project.
• La Paz Sand for Trash proposal - Kelly Sarber provided an update on the program and
the results of a recent survey conducted in the City of Encinitas. The survey polled
residents on their feelings about funding beach nourishment projects.
• Solana Beach Grade Separation Project - The City of Solana Beach requested a letter
of support to use additional export material from the grade separation project for beach
replenishment.
• Long-term and Short-term Shoreline Changes - Dr. Ron Flick provided a presentation on
historical shoreline changes along the San Diego county coastline.
2. GOALS AND OBJECTIVES: The Committee approved 7-0 their 1998 Goals and Objectives
Program with minor revisions. The Committee also established member work assignments
as they relate to the Goals and Objectives.
3. OLD BUSINESS:
• Joint Workshop with Oceanside Beach Protection Committee - Ray Duncan
suggested the Beach Erosion Committee meet with the Oceanside Beach Protection
Committee as a joint meeting. The Committee agreed to meet with the Oceanside
Committee at the Oceanside Civic Center on Thursday, April 23, 1998. Therefore, the
Beach Erosion Committee meeting scheduled for April 14th will be rescheduled to
coincided with the joint meeting in Oceanside on April 23"d.
• Status of Opportunistic Sand Program - Member Hall asked about the Sherman
report that is needed to complete the permit applications. Staff member Jantz expects
to receive this report by the end of March.
4. NEW BUSINESS:
• Budget Considerations - Staff member Jantz distributed a copy of the Beach Erosion
budget and discussed with the Committee possible future consultant services for
general beach nourishment.
• State Reimbursement funds from Sea Wall project - Staff member Jantz discussed
with the Committee the opportunity of utilizing excess construction funds on a study to
evaluate sand retention methods along the Carlsbad coastline.

By proper motipn, the meeting was adjourned at 5:00 p.m. The next meeting of the Beach
Erosion Committee will be a joint meeting with the City of Oceanside Beach Protection
Committee on Thursday, April 23,1998, 3:00 p.m. to be held at the Oceanside Civic Center.
