HomeMy WebLinkAbout1998-05-12; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: May 12,1998 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Jackson called the meeting to order at 4:07 p.m. ROLL CALL: Present: Members Jackson, Hall, King, Prohaska, Macklin and Meyer Absent: Member Howes Guests: Dave Copley, Ray Duncan, Jim Enright - Oceanside, David Skelly, Cole Ragland, Bob Palselii, Gary Schultz - American Waste Transport, Moi Arzamendi - Woodward Clyde, and Steve Aceti. APPROVAL OF MINUTES: The March 9, 1998 minutes were approved by a 6-0 vote. 1. SOLANA BEACH SAND PROJECT: Moi Arzamendi, a representative from Woodward/Clyde consultants, briefed the Committee on the City of Solana Beach's proposed project to place dredged sand from the Colorado River at Fletcher Cove. Mr. Arzamendi distributed samples of the dredged sand from the Colorado River that is proposed be used by the City of Solana Beach. Mr. Gary Schultz indicated that the cost for purchasing sand from this source and delivery to a central stockpile site would be capped at $10 per ton (which equates to approximately $7.50 a cubic yard). In order for Carlsbad to utilize this source of sand, the stockpile site that is part of the Opportunistic Sand program would need to be permitted. In addition, funding would need to be secured to deliver the dredged material to our beaches. 2. INTERNATIONAL ARTIFICIAL SURFING REEF SYMPOSIUM: Mr. David Skelly and Member Macklin summarized topics discussed at the April 25, 1998 Artificial Surfing Reef symposium held at the Catamaran Hotel. Key highlights were: The City of El Segundo's project to construct an Artificial Surfing Reef made from Geo Bags. Cheveron Oil Company is funding this construction project ($200,000) to improve the recreational waves in that area as a mitigation requirement established by the Coastal Commission. This project is expected to begin later this year. Mr. Skelly distributed a handout that showed the proposed placement. Mr. Skelly also indicated that a second artificial reef is planned in Ventura County that he is also involved with. Also, a larger reef proposed along Australia's Gold Coast will begin construction in August. This project is projected to cost approximately $8M and will provide for enhanced surfing conditions as well as retain sand. It is expected that the cost benefit ratio is 60-1. Australia understands the benefits of a thriving coastline and is fully supporting this effort. OLD BUSINESS: • Joint Workshop with Oceanside Beach Restoration Committee summary. The two committees discussed the dredging of the Oceanside Harbor, dredging of the Agua Hedionda Lagoon and sand retention/beach replenishment options. Both Committees proposed to meet on a quarterly basis. 3. NEW BUSINESS: • Proposed joint Carlsbad/Oceanside beach stabilization project. Both the Carlsbad and Oceanside Committees recommended that staff investigate options for a joint long range beach replenishment/sand nourishment project. The Committee recommended that staff contact the Army Corps of Engineers to see what their involvement may be. Staff will investigate both a federal and local project and report back to the next joint meeting for further consideration. Minutes of Beach Erosion Committee May 12,1998 Page 2 4. COMMITTEE MEMBER COMMENTS: None 5. PUBLIC COMMENT: Steve Aceti distributed an article he wrote entitled Coast Matters focusing on sand retention.
