HomeMy WebLinkAbout1998-06-09; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: June 9,1998 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Jackson called the meeting to order at 4:05 p.m. ROLL CALL: Present: Members Jackson, Hall, Howes, King, Prohaska, Macklin and Meyer Absent: Guests: Dave Copley, Ray Duncan APPROVAL OF MINUTES: The May 11, 1998 minutes were approved by a 6-0 vote. 1. OPPORTUNISTIC SAND PROJECT: City staff has received the revised study report and supporting documents and distributed copies to the Committee. Staff will be forwarding the document and permit application forms to the Coastal Commission, Army Corps of Engineers and State Lands Commission later this week. Mr. Steve Aceti addressed the Committee on the possible use of dredged river sand from the San Luis Rey River valley as beach nourishment. The estimated cost for this material is approximately $13 per ton ($8 per cubic yard). 2. SANDAG SHORELINE EROSION COMMITTEE: Staff provided a summary report of items discussed at the May 28, 1998 Shoreline Erosion Committee meeting. Key highlights were: * Sending letter of opposition to Congressman Packard's office relative to S2057 which would re-route the beach nourishment funding of the Homeporting project away from our local coastline. * City of Solana Beach's request to use coastal mitigation funds to pay for sand replenishment at Fletcher Cove and Tide Beach. + The use of inland sand sources from Mexico, the Colorado River and the San Luis Rey river valley as possible sources for ongoing beach nourishment. * Discussion of revisions to the Federal Coastal Policy which will be part of the national workshop held in Washington DC later this month. * Establishment of a schedule and scope of work for the development of a long term beach replenishment program. »• Permitting process for a regional Opportunistic Sand Program. 3. PROPOSED JOINT CARLSBAD/OCEANSIDE BEACH STABILIZATION PROJECT: Staffs from both Carlsbad and Oceanside have been investigating the process of pursuing a joint beach stabilization project for the purposes of retaining sand on the coastline. The discussions have evaluated the benefits of a federally funded project (using the Army Corps of Engineers) as well as pursuing a small pilot project administered by both cities. The pilot project is proposed as sand filled textile bags placed perpendicular to the shoreline. Committee member Prohaska inquired about the possibility of constructing sand retention devices at South Carlsbad State Beach since this portion of the shoreline is currently all cobble. After discussion by the Committee, Member Prohaska made a motion to request Council authority to pursue a consultant to prepare the necessary technical reports for sand retention structures along the entire Carlsbad coastline. Staff suggested that the Committee hold off any request to the Council until staff had time to prepare a detailed report on the process. Staff member Jantz stated that a staff report will be developed and presented to Minutes of Beach Erosion Committee June 9,1998 Page 2 both City Committees during a joint session scheduled in August. Member Prohaska then withdrew his motion. 4. COMMITTEE MEMBER COMMENTS: Member Prohaska volunteered to contact Daniel's Cablevision to inquire about producing a "community spot" on the Beach Erosion Committee and shoreline erosion within the City. This effort is a result of an idea presented at the recent Commission and Committee training as well as meeting the public outreach goal in the Beach Erosion Committee's Goals and Objectives. 5. OLD BUSINESS: None 6. NEW BUSINESS: None 7. COMMITTEE MEMBER COMMENTS None 8. PUBLIC COMMENT: Steve Aceti distributed an article he wrote entitled Coast Matters focusing on sand retention.
