CALL TO ORDER:
Chair Jackson called the meeting to order at 4:05 p.m.
ROLL CALL:
Present: Members Jackson, Hall, Howes, King, Prohaska, and Meyer
Absent: Member Macklin

APPROVAL OF MINUTES:
The June 9,1998 minutes were approved by a 6-0 vote.
1. PROPOSED JOINT CARLSBAD/OCEANSIDE BEACH STABILIZATION PROJECT: At the August
23, 1998 Joint Carlsbad/Oceanside Beach Session, Ron Flick gave a detailed presentation on jetties
and their success rates. The Carlsbad BEC Committee will investigate "hard structures" further. Staff
member Jantz summarized a staff report on pursuing a joint beach stabilization project for the
purposes of retaining sand on the coastline evaluating benefits of a federally funded project (using the
Army Corps of Engineers) as well as pursuing a small pilot project administered by both cities.
2. APPOINTMENT OF CHAIR AND VICE-CHAIR FOR 1998/99 - The Committee appointed Member
Macklin as Chair and Member Prohaska as Vice Chair. Staff member Jantz also discussed the new
designation of staggered member term expiration dates.
3. SANDAG SHORELINE EROSION COMMITTEE: Staff provided a summary report of items discussed
at the September 3,1998 Shoreline Erosion Committee meeting. Key highlights were:
> Update on funding for Homeporting project
> Progress Report on Regional Beach Sand project
»• Status of AB 1228, the California Public Beaches Enhancement Act
> Report on South San Diego Bay Channel Dredging Project
4. OLD BUSINESS: The Committee watched a short video of Member Prohaska and Staff member
Jantz appearing on the August 27,1998 Daniel's Cablevision's "Inside North County with Eric Larsen."
They discussed the Beach Erosion Committee and shoreline erosion within the City as well as
regional issues. This effort was a result of an idea presented at the recent Commission and
Committee training as well as meeting the public outreach goal in the Beach Erosion Committee's
Goals and Objectives.
5. NEW BUSINESS: Council Member Kulchin will be presenting a paper, "Opportunistic Sand" - A
Permitting Process" at the American Shore and Beach Preservation Association, 1998 National
Conference in Galveston, Texas, on October 4-7,1998.
6. COMMITTEE MEMBER COMMENTS: Member Prohaska suggested that the Committee man a
booth at the Carlsbad Street Fair on the Beach Erosion Committee and related topics.
By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach Erosion
Committee will be Tuesday, October 13,1998 at the Housing and Redevelopment Conference Room.
