HomeMy WebLinkAbout1998-10-13; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: October 13,1998 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Macklin called the meeting to order at 4:05 p.m. ROLL CALL: Present: Members Macklin, Jackson, Hall, Howes, Prohaska, and Meyer Absent: Member King Guests: Ray Duncan, Jim Enright and Steve Aceti APPROVAL OF MINUTES: Minutes of September 15, 1998 meeting. 1. SHORELINE EROSION COMMITTEE: Member Jackson provided a summary report of the SANDAG Shoreline Erosion Committee meeting of October 1,1998. Key items were: • Regional Beach Sand Project study to be completed by the end of January. • Report on sand deposited offshore of Oceanside from the Homeporting project. • Formation of Technical Advisory Committee 2. OLD BUSINESS: • ASBPA Galveston Conference - The Opportunistic Sand Presentation was well received. Staff member Jantz provided the Committee copies of two handouts received at the conference: Economic Value of California Beaches and Senate Bill funding shoreline replenishment. • Beach Erosion Booth at Carlsbad Street Fair - Staff will investigate for next year's event. 3. NEW BUSINESS: • BEC Meeting Schedule - The Committee discussed meeting every other month due to the decrease in current agenda items. September Joint Meeting with Oceanside Beach Protection Committee Summary - Chair Macklin provided a brief summary of the September meeting. Staff member Jantz updated the Committee on the following three subjects: • Permitting - The City of Encinitas' Beach Protection Committee invited Steve Jantz and Chair Macklin to their Thursday, October 15, 1998 meeting to discuss Carlsbad's Opportunistic Sand Program. • Video - A video copy of Member Prohaska and Staff member Jantz appearing on the August 27, 1998 Daniel's Cablevision's "Inside North County with Eric Larsen" is available for Committee use. • Sandag's Regional Fall Monitoring - Sandag's Fall Monitoring has been completed. • CSPBA Conference - Will be held November 28 - 30 in Santa Monica. Committee members are invited. 4. COMMITTEE MEMBER COMMENTS: None 5. PUBLIC COMMENT: Chris Webb of Moffatt and Nichols gave a slide presentation on the Regional Sand Replenishment Strategy. The main focus is to look at sand sources including offshore sand availability, transporting methods, replenishment sites, and plans of a proposed project. Chris showed a second slide presentation on alternative Sand Retention Devices. By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, November 10,1998 at the Housing and Redevelopment Conference Room.
