HomeMy WebLinkAbout1998-12-08; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: December 8,1998 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Macklin called the meeting to order at 4:10 p.m. ROLL CALL: Present: Members Macklin, Jackson, Howes, and Meyer Absent: Members Prohaska, Hall and King Guests: Ray Duncan Steven Aceti APPROVAL OF MINUTES: The November 10,1998 minutes were approved by a 4-0 vote. 1. SHORELINE EROSION COMMITTEE: Member Jackson provided a brief summary of the December 3, 1998 Shoreline Erosion Committee meeting. Key Highlights were: San Diego Bay Dredging Projects and the Status Report on Preliminary Design Work for the Regional Beach Sand Project. Based on the information provided relative to the Regional Beach Sand Project, the BEC discussed the need to review and comment on the technical data and the proposed beach nourishment quantities along the Carlsbad coastline. The BEC approved a motion to appoint a subcommittee to address important SANDAG items. The subcommittee is made up Don Jackson, Mike Howes, Bruce Macklin and Dave Copley. The subcommittee scheduled their first meeting for Tuesday, December 15, 1997 at 12:00 noon at the Community Development building. The subcommittee will be preparing a letter of comments which will be forwarded to SANDAG for their consideration. 2. PUBLIC EDUCATION WORK PLAN: The Committee was to develop an outline for a future presentation on beach related issues. Due to the absence of essential Committee members, this item was tabled for the January BEC Meeting. 3. CALIFORNIA COASTAL COALITION: Executive Director Steven Aceti addressed the Committee regarding membership in the California Coastal Coalition (Cal Coast). Mr. Aceti explained that Cal Coast is an advocacy group for the enhancement and improvement of the California coast. Cal Coast started with seed money from the City of Huntington Beach. Mr. Aceti has been recently appointed as the executive director. Cal Coast is looking for membership of coastal cities which rely on beach related industries. Cal Coast is also preparing for a coastal summit meeting in Sacramento tentatively scheduled for February 3,1999. After discussion and questions by the Committee, the Committee asked that this issue be placed on the January agenda for further consideration. 4. OLD BUSINESS: > Future Opportunistic Sand Pilot Program - The Committee tabled this discussion until a future meeting. The Committee is interested in preparing a project report of a hypothetical beach sand purchase program. *• North County Times article - Member Macklin explained his discussions with both the North County Times reporter and representatives from Scripps Institute of Oceanography about a recent issues stating that the beaches are not in need of additional sand. Member Macklin further explained that he will try to schedule a meeting with the Scripps representatives to clarify the story and propose a counter article. 5. NEW BUSINESS: 6. COMMITTEE MEMBER COMMENTS: 7. PUBLIC COMMENT: The next meeting of the Oceanside Beach Protection Committee is scheduled for Thursday, December 10, 1998. The next meeting of the Encinitas Beach Protection Advisory Committee is scheduled for February 21, 1998. NEXT MEETING - Tuesday, February 9, 1999 ADJOURNMENT By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, January 12,1998 at the Housing and Redevelopment Conference Room.
