HomeMy WebLinkAbout1999-02-09; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: February 9,1999 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Macklin called the meeting to order at 4:05 p.m. ROLL CALL: Present: Members Macklin, Howes, Hall, King, Prohaska, Meyer and Bartlett Absent: None Guests: Jim Enright Don Jackson Steven Aceti Dave Copley Noreen Sigafuss APPROVAL OF MINUTES: APPROVAL OF MINUTES: Minutes of January 12, 1999 meeting were approved 5-0. 1. SHORELINE EROSION COMMITTEE SUMMARY: The Committee was apprised of the events of the SANDAG Shoreline Erosion Committee meeting held on February 4, 1999. Key highlights were: status report on the Regional Beach Sand Project, budget request for offshore surveys, distribution of public education brochure on the Regional Beach Sand Project, and a summary of Coast Day held on February 3rd in Sacramento. 2. REGIONAL BEACH SAND PROJECT: The Committee was briefed on the status of the project and the revised beach sand quantity allocations. The Committee was also told that the Council will be considering the three allocation alternatives at their meeting on February 9th. Staff recommended that the Council support the project and further recommends the allocation established in Alternative A. The Committee discussed the need to pursue sand retention devices in order to keep the sand on the beach for a longer period of time. The Committee recommended that the Chair address the Council and request authorization to commission a study to evaluate and recommend appropriate sand retention methods along the Carlsbad coastline. 3. PUBLIC EDUCATION WORK PLAN: The Public Education Sub-committee presented a draft outline of various types of presentation materials and workshops to express the needs and benefits of the Carlsbad coastline. The BEC discussed the ideas and has set a short term goal of preparing a short brochure and picture board which could be part of a booth event at the May Street Faire. The BEC members would volunteer to man the booth during the faire. 4. OLD BUSINESS: + Future Opportunistic Sand Pilot Program - Staff and Member Dale King will begin looking at the possibility of a hypothetical project that would purchase inland sand to be placed on the beach. >• California Coastal Coalition membership - The Committee was notified that the City of Carlsbad became a member of CalCoast. 5. NEW BUSINESS: None 6. COMMITTEE MEMBER COMMENTS: None 7. PUBLIC COMMENT: None By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, March 9,1999 at the Housing and Redevelopment Conference Room.
