Chair Macklin called the meeting to order at 4:10 p.m.

APPROVAL OF MINUTES:
APPROVAL OF MINUTES: Minutes of February 9, 1999 meeting were approved 6-0.
1. SHORELINE EROSION COMMITTEE SUMMARY: The Committee was apprised of the events of the
SANDAG Shoreline Erosion Committee meeting held on March 4, 1999. Key highlights were: status report
on the Regional Beach Sand Project, budget request for offshore surveys, distribution of public education
brochure on the Regional Beach Sand Project, and a summary of Coast Day held on February 3rd in
Sacramento.
2. REGIONAL BEACH SAND PROJECT: The Committee was briefed on the status of the project and the
revised beach sand quantity allocations. The SANDAG consultant team has completed the preliminary
technical studies and the grain size analysis of the offshore sand sources (feeder sites). Based on this
analysis, the feeder site directly offshore of Carlsbad is unsuitable for beach nourishment. The next
closest site is adjacenfto the Oceanside Harbor. In order to transport this material to Carlsbad, a set of
booster pumps will be required. The consultants indicated that the site is within the range of booster
pumps.
The next phase of the regional project is to process and secure the necessary environmental and
regulatory agency permits. SANDAG has prepared a Request for Proposals and is expecting to hire the
qualified consultants by the end of April. The Shoreline Erosion Committee further recommended that the
project assume a higher quantity of sand just in case additional funds are available or if the assumed
construction contingencies and dredging costs are lower that first estimated.
3. PROPOSED SAND RETENTION PROJECT: The Committee discussed their desire to pursue a sand
retention study along the Carlsbad coastline. The Committee was also discouraged by the lack of action at
the February Council meeting. The Committee formed a subcommittee of Members Macklin, King and
Meyer to further discuss other opportunities for sand retention.
4. OLD BUSINESS:
Future Opportunistic Sand Pilot Program - Staff member Jantz indicated that he will meet with Member
Dale King to discuss the idea of developing a report for a hypothetical project that would purchase inland
sand to be placed on the beach.
Public Education Work Plan - The subcommittee indicated that they have met and discussed a public
information flyer to be prepared for the Carlsbad Street Faire to be held on May 2nd. Staff member Jantz
indicated that he could assist if necessary.

By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach Erosion Committee
will be Tuesday, April 13,1999 at the Housing and Redevelopment Conference Room.
