HomeMy WebLinkAbout1999-05-11; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: May 11,1999 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Macklin called the meeting to order at 4:00 p.m. ROLL CALL: Present: Members Macklin, Hall, King, Meyer, Bartlett and Howes Absent: Member Prohaska Guests: Dave Copley Ray Duncan Don Hadley Don Jackson APPROVAL OF MINUTES: Minutes of March 9, 1999 meeting were approved 6-0. 1. CITY OF OCEANSIDE FEDERAL REQUEST: Mr. Don Hadley, Director of Oceanside Harbor and Beaches, presented the City of Oceanside's request for $1.5 million in federal funds to study the impacts of the Del Mar Boat Basin breakwater system and establish federal responsibility for downcoast beach erosion. Oceanside is requesting an amendment to WRDA 99 to include a special appropriation of funding for a study of the coastal erosion impacts. If the study shows 100% federal interest, that would clear the way for the federal government to pay 100% of the mitigation. Mr. Hadley mentioned the advantages to both Oceanside and Carlsbad shorelines. Another factor which is under consideration in Congress is the change in federal cost sharing arrangement for federal projects. The federal government is considering revising the 65/35 sharing allocations to 50/50. This would affect the local financial commitment. Mr. Hadley asked for a letter from the Committee to Congressman Ron Package and Congressman Peter Domenici supporting Oceanside's request for funds in the upcoming appropriation bill. The Committee, by unanimous vote, requested that the City send such a letter. 2. SHORELINE EROSION COMMITTEE SUMMARY: The Committee was apprised of the events of the SANDAG Shoreline Erosion Committee meeting held on March 6, 1999. Key highlights were: status report on the Regional Beach Sand Project, public information program for the environmental review and permitting phase, and an update on AB 64. The Committee discussed their role and involvement in the public workshop for the regional sand nourishment project. 3. OPPORTUNISTIC SAND PROGRAM: The consultant, Moffatt and Nichol Engineers, is preparing the CEQA document and public notice requirements in order to complete the processing of the regulatory agency permits. The City recently entered into a revised contract with Moffatt and Nichol using remaining funds from Boating and Waterways previously allocated for the construction of the Agua Hedionda Seawall. In addition, Moffatt and Nichol, and City staff are currently meeting with the property owners to gain their signature on the Special Use Permit. The proposed timeframe to complete the last work elements to process the necessary agency permits would allow permit issuance by the end of the year. 4. PROPpSED SAND RETENTION PROJECT: The Committee, as a follow up to their Council presentation last February, further discussed its desire to pursue a sand retention program. The Committee discussed the benefits and opportunities of a regional approach to development of an overall sand retention program in the Oceanside Littoral Cell. The Committee discussed the possibility of the SANDAG Shoreline Erosion Committee as the Minutes of May 11,1999 Beach Erosion Committee Page 2 logical lead agency for the design of shoreline protection. The Committee suggested interacting with the citizen committees in both Oceanside and Encinitas to discuss sand retention ideas, potential projects along the north county coastline and support to request SANDAG to lead this study. Member Macklin indicated that he will attend the other committee meetings as his schedule permits. The Committee further suggested that SANDAG Shoreline Erosion Committee consider studying a regional approach to sand retention and the pursuit of a long term beach stabilization project. The Committee recommended that this idea be placed on the next Shoreline Erosion Committee agenda for discussion. Staff was asked to prepare a memo and discuss the processing of this issue with Council Member Kulchin. 5. COMMITTEE MEMBER COMMENTS Committee Member Hall is interested in the TOT collected in recent years and will contact the Chamber to receive a current update. Member Hall indicated that a recent article in the San Diego Union stated that the City of San Diego received $70M in TOT last year. Member Hall suggested that a portion of the Carlsbad TOT should be designated for beach related issues, especially the monies received from hotels. The Committee discussed the article in the May 7th North County Times relating to the Regional Beach Sand Project. The article had a negative tone and the Committee indicated they may contact the reporter. Committee Member Bartlett was interested in the Capital Improvement Program and was discouraged that no funds were designated for beach related issues. Staff mentioned that unless a project is proposed, funding cannot be appropriated. Staff further suggested that the Committee continue to consider and recommend projects. There is always an opportunity to request mid-year appropriations. The Committee discussed the May Street Faire and their booth. The Committee thought it was a good idea and should host a booth again in the future. However, the Committee felt that a banner above the booth may have attracted more people. Committee Member Bartlett asked about the status of the SONGS Offshore Kelp Bed Project. Staff stated that the California State Lands Commission contacted the City and indicated their desire to place the kelp bed mitigation project offshore of the Batiquitos Lagoon. State Lands further indicated that they did not notify the City during the CEQA processing. City staff responded a concern about the location of the proposed kelp bed and future beach nourishment and lagoon maintenance dredging operations on the adjacent shoreline. At this time, State Lands is focussing on the preferred mitigation site in San Clemente. 6. PUBLIC COMMENT: None By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, July 13, 1999 at the Housing and Redevelopment Conference Room.
