highlights were: status report on the Regional Beach Sand Project, public information
program for the environmental review and permitting phase, support for a proposed sand

their role and involvement in the public workshop for the regional sand nourishment project.
2. OPPORTUNISTIC SAND PROGRAM: Staff member Steven Jantz informed the Committee
on the status of the permitting efforts for the Opportunistic Sand Program. The consultant,
Moffatt and Nichol Engineers, have prepared the CEQA document and public notice
requirements in order to complete the processing of the regulatory agency permits. Staff and
the consultant have met with representatives from the Encina Power Plant and The Beach
Homeowners Association requesting their signature on the land use permit applications.
Both owner groups expressed concerns regarding truck access, potential liability and
increased sand influx into the Agua Hedionda Lagoon. Staff will address their concerns and
continue to meet with the applicants in order to gain their signatures.
3. PROPOSED SAND RETENTION PROJECT: The Committee discussed the benefits and
opportunities of a regional approach to development of an overall sand retention program in
the Oceanside Littoral Cell. An agenda bill requesting authorization to approach the coastal
