HomeMy WebLinkAbout1999-07-13; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: July 13,1999 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Macklin called the meeting to order at 4:00 p.m. ROLL CALL: Present: Members Macklin, King, Bartlett and Prohaska Absent: Member Hall, Howes & Meyer Guests: Ray Duncan APPROVAL OF MINUTES: Minutes of May 11, 1999 meeting were approved 4-0. 1. SHORELINE EROSION COMMITTEE SUMMARY: The Committee was apprised of the events of the SANDAG Shoreline Erosion Committee meeting held on July 8, 1999. Key highlights were: status report on the Regional Beach Sand Project, public information program for the environmental review and permitting phase, support for a proposed sand retention project in the City of Encinitas, and an update on AB 64. The Committee discussed their role and involvement in the public workshop for the regional sand nourishment project. 2. OPPORTUNISTIC SAND PROGRAM: Staff member Steven Jantz informed the Committee on the status of the permitting efforts for the Opportunistic Sand Program. The consultant, Moffatt and Nichol Engineers, have prepared the CEQA document and public notice requirements in order to complete the processing of the regulatory agency permits. Staff and the consultant have met with representatives from the Encina Power Plant and The Beach Homeowners Association requesting their signature on the land use permit applications. Both owner groups expressed concerns regarding truck access, potential liability and increased sand influx into the Agua Hedionda Lagoon. Staff will address their concerns and continue to meet with the applicants in order to gain their signatures. 3. PROPOSED SAND RETENTION PROJECT: The Committee discussed the benefits and opportunities of a regional approach to development of an overall sand retention program in the Oceanside Littoral Cell. An agenda bill requesting authorization to approach the coastal communities in north San Diego county is scheduled for Council consideration on July 14, 1999. If approved, staff and the Chair will schedule presentations with the Oceanside and Encinitas citizen committees at their next meeting. 4. COMMITTEE MEMBER COMMENTS None 5. PUBLIC COMMENT: None By proper motion, the meeting was adjourned at 5:20 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, September 14, 1999 at the Housing and Redevelopment Conference Room.
