HomeMy WebLinkAbout1999-09-14; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: September 14,1999 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: Chair Macklin called the meeting to order at 4:00 p.m. ROLL CALL: Present: Members Macklin, King, Howes and Prohaska Absent: Member Hall, Bartlett & Meyer Guests: Ray Duncan, Norine Sigafoose and Don Jackson APPROVAL OF MINUTES: Minutes of July 13, 1999 meeting were approved 4-0. 1. SHORELINE EROSION COMMITTEE SUMMARY: The Committee was apprised of the events of the SANDAG Shoreline Erosion Committee meeting held on September 2, 1999. Key highlights were: status report on the Regional Beach Sand Project, public information program for the environmental review and permitting phase, draft proposal from SANDAG for the development of a regional approach to sand retention, and an update on AB 64. 2. PROPOSED REGIONAL APPROACH TO SAND RETENTION STRATEGIES: Staff member Jantz presented the proposed SANDAG Sand Retention Project that was distributed at the September Shoreline Erosion Committee meeting. SANDAG staff has suggested the preparation of a grant application requesting funds to secure professional consultant services for the development of sand retention strategies for the San Diego coastline. SANDAG requested that the cities and citizen committees review and comment on the proposed grant application project description. The Committee indicated that they needed more time to review the proposal and will provide comments at the next meeting. 3. OPPORTUNISTIC SAND PROGRAM: Staff member Steven Jantz informed the Committee on the status of the permitting efforts for the Opportunistic Sand Program. The consultant, Moffatt and Nichol Engineers, have prepared the CEQA document and public notice requirements in order to complete the processing of the regulatory agency permits. Staff and the consultant have met with representatives from the Encina Power Plant and The Beach Homeowners Association requesting their signature on the land use permit applications. Both owner groups expressed concerns regarding truck access, potential liability and increased sand influx into the Agua Hedionda Lagoon. Staff will pursue the policy decisions regarding the potential liability issue with the City Attorney's office 4. Staff member Jantz further explained that the city will be constructing a sewer line along the railway corridor from Carlsbad Village Drive to the Agua Hedionda Lagoon next year. There is a potential of realizing approximately 30,000 - 40,000 cubic yards of beach quality material as a result of the construction. Therefore, due to the potential of not gaining signatures from the two property owners, the consultant will investigate the possibility of including the Ponto Beach site as a potential disposal site. Staff will coordinate with the consultant and process a contract amendment. 5. APPOINTMENT OF CHAIR AND VICE-CHAIR FOR 99/00: Due to the lack of attendance of committee members, this item will be rescheduled for an October meeting. 6. OLD BUSINESS: None 7. NEW BUSINESS: * November Carlsbad Street Faire - The committee discussed manning a booth at the upcoming Street Faire. Staff member Jantz will investigate reserving a spot at the faire Minutes of September 14, 1999 Beach Erosion Committee Page 2 and assist in the preparation of materials. * CSBPA Conference - Staff member Jantz indicated that he would be attending the CSBPA Annual Conference in Venture on September 23 - 25, 1 999. Member Macklin asked if the chair could also be reimbursed for attendance. Staff indicated that this conference was included within this years budget request and the chair would be reimbursed. 8. COMMITTEE MEMBER COMMENTS None 9.
