HomeMy WebLinkAbout1999-10-12; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: October 12, 1999 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: ROLL CALL: Present: Member Hall, Howes, King, Macklin and Prohaska Absent: Member Bartlett and Meyer Guests: Steve Aceti, Ray Duncan and Cole Ragland APPROVAL OF MINUTES: Minutes were approved 5-0. 1. SHORELINE EROSION COMMITTEE SUMMARY: Don Jackson updated the Committee on the October 7, 1999 Shoreline Erosion Committee meeting. Key highlights were: Staff will request an appropriation of $10,000 for the development of a grant application in order to prepare a regional beach stabilization study; the Governor signed AB 64 which now funds up to $500,000 for beach projects; AB 18 States Parks Bond included $3 million for beach related projects through the State Coastal Conservancy, and the President approved the Water and Energy Act which funds Recon studies for Encinitas, Oceanside and Solana Beach. With regard to the Regional Beach Sand Project, Sandag staff indicated that four sand deposition sites may problematic due to offshore habitat. The consultants will further evaluate these sites and coordinate with the resource agencies. -2. pPPORTUNISTIC SAND PROGRAM: Staff explained that the city is having seme difficulty obtaining signatures from The Beach Homeowners Association and the Encina Power Plant owner on the land use permits. In addition, staff is proposing to revise the technical document to include the Ponto Beach site as a third site. The Beach Homeowners Association is requesting a indemnification statement to protect their interests. Staff met with the City Attorney, Risk Manager and Planning staff to discuss their concern. The City indicated that they would provide the necessary statement upon approval of the land use permit. Staff will contact the HOA to obtain their signature. The City requested a proposal from Mpffatt and Nichol to add as a pilot project sand from the Vista Carlsbad Sewer Interceptor Project which is projected to realize approximately 30-50 thousands cubic yards of material that would meet the specifications for beach fill. Staff will coordinate with CMWD to include the permits for possible sand deposition. 3. APPOINTMENT OF CHAIR AND VICE-CHAIR FOR 99/00: The Committee elected Robert Prohaska as Chair and Dale King as Vice Chair, 5-0. 4. OLD BUSINESS: • November Street Faire - The Committee will not be participating at the November event and will focus on presenting the Regional Beach Sand Project at the May 2000 Street Faire. Meeting Attendance - The Committee discussed meeting attendance concerns. Staff will contact Members Meyer and Bartlett. 5. NEW BUSINESS: • Steve Aceti invited the Committee to attend an upcoming conference called: First Coastal Environmental Symposium on October 22, 1999 in Huntington Beach. Mr. Aceti also distributed a copy of Caitlin Flaherty's timely article titled "Davis Should Help Save Beaches." 6. COMMITTEE MEMBER COMMENTS: • Member Macklin suggested forming a subcommittee to talk with Council member Kulchin regarding the Regional Sand Nourishment project for support. • Member King requested a calendar of events of meetings for the Oceanside and Encinitas citizen committees. 7. PUBLIC COMMENT: • Ray Duncan invited the Committee to attend the Oceanside Beach Protection Committee's Public Workshop on the Regional Beach Sand Project at their October meeting.
