1. SHORELINE EROSION COMMITTEE: Staff member Steve Jantz provided a brief summary
of the January 6, 2000 Shoreline Erosion Committee meeting. The Shoreline Erosion
Committee discussed the latest revisions to the proposed allocations of sand for Regional
Beach Sand Project. Based on the analysis of the Genesis sand transport model and the
resulting potential environmental impacts to various offshore resources, the North Carlsbad
site and the three beach nourishment sites in Encinitas were removed from consideration.
This decision was mostly based on the financial cost of mitigation for the loss of offshore
resources which is estimated at $30M.
The Committee expressed their disappointment in the revised project and referred to the
past projects along the Carlsbad coastline that didn't seen to negatively impact the kelp
beds and reefs. The Committee discussed the analysis used in the EIS for the Navy
Homeporting Project where no mitigation or negative impact was identified.
The Committee wanted to get more involved in the project and provide arguments to
support sand on north Carlsbad beaches. This could include meeting with SANDAG staff,
staff from adjacent cities and also with the resource agencies. Staff member Jantz
suggested that a sub-committee be formed to review and comment on the Regional Beach
Sand Project environmental document.
2. GOALS AND OBJECTIVES: The Goals and Objectives were tabled to the February
Meeting as two members were absent.

• May Street Faire - Steve Jantz will process a letter to the Chamber for BEC
participation and reserve a booth.
4. NEW BUSINESS:
• CSBPA Membership - Steve Jantz will check the BEC Budget and process
applications for Committee members.

• Don Jackson - Guest Jackson discussed the legal arguments presented for the
Batiquitos Lagoon Enhancement Project where the City defended the position that the
project was restoration of a degraded water body. This same argument could be
applied to the Regional Beach Sand Project since the goal is to restore sand on the
shoreline.
By proper motion, the meeting was adjourned at 5:30p.m. The next meeting of the Beach
Erosion Committee will be Tuesday, February 8, 2000 at the Housing and Redevelopment
Conference Room.
