HomeMy WebLinkAbout2000-09-12; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: September 12, 2000 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: ROLL CALL: Present: Members Howes, Prohaska, Sigafoose, Macklin, Andrews Absent: King, Bettis Guests: 1. GOALS AND OBJECTIVES WORKSHOP: The purpose of the workshop was for the Committee to consider and/or refine their goals, establish work efforts to achieve their goals, and to focus on a few issues for action within the next few years. The Committee began with self-introductions, describing their personal background, education and why they became interested in serving on the Beach Erosion Committee. Staff member Jantz provided a copy of their 2000 Goals and Objectives program for discussion purposes. After considerable discussion, the Committee proposed to focus on the following items: Public Education - Committee members suggested that the BEC should prepare a presentation on local coastal issues and programs that could enhance the beaches. It was suggested that the presentation could be submitted to local community groups such as the Downtown Business Merchants, Chamber of Commerce, interested local community groups, and homeowners associations. It was further suggested that the BEC should contact local schools and discuss the benefits of the beaches at the grade school and middle school levels. In addition, the BEC thought that coordination with the High School Science class program could be beneficial in that these classes could conduct monthly water quality testing and collect data over a long period of time. The information and data collection can be continued through each school year allowing for a long-term data collection program. Beach Profiling - The Committee recognized the benefits of its on-going beach profile program. However, there is a question regarding what the profiles are telling us about the dynamics of sand movement. The Committee commented that we should maximize the data and put it to use with future coastal projects. It was felt that this data should be reviewed and analyzed with an effort to determine what is happening along the coast and to what degree changes may be necessary to enhance the current program. TOT - The City receives considerable funding through the TOT program and would like to consider programs that could be funded through these monies. Even though these funds are currently being used, is there an opportunity to target this source for projects that provide benefits to the visitors that are paying the fees. Future Projects - The Committee suggested the following project for consideration: • Extension of the Agua Hedionda Lagoon jetties • Sand Retention methods and projects • Monitoring of the Regional Beach Sand Project Interest Group Involvement - The Committee felt that involving the surfers and the Surfrider Foundation was important in order to find consensus on projects that would be acceptable to all parties. The Committee agreed with the above items and recognized that future workshops were necessary to refine the proposed programs. At the end of the workshop, staff member Jantz committed to provide a summary of the workshop and place on the agenda for further discussion at the Committee's October meeting. PUBLIC COMMENT: None By proper motion, the meeting was adjourned at 5:30p.m. The next meeting of the Beach Erosion Committee will be Tuesday, October 10, 2000 at the City of Carlsbad Faraday Administration Building.
