1. SHORELINE EROSION COMMITTEE: Staff member Jantz provided a brief summary of the
Shoreline Erosion Committee meeting of November 9, 2000. The Regional Beach Sand Project is
currently pursuing permits from the regulatory agencies. The project is expected to secure its Coastal
Commission approvals at their next meeting scheduled for Monday, November 13, 2000. The
remaining permits are to be issued during the next two months. The Shoreline Erosion Committee
also recommended that SANDAG authorize the solicitation of bids for dredging and issuance of a
contract for project management services. The Committee further recommended that SANDAG
submit an application to the California Department of Boating and Waterways through their Public
Beach Restoration Program for additional funds to supplement the Regional Beach Sand Project. An
application in the amount of $1,750,000 will be submitted by December 1, 2000.
The Committee also authorized SANDAG staff to prepare and distribute a Request for Proposal for
the development of the Regional Sand Retention Strategy. Each of the coastal cities in San Diego
county have committed to fund their share of this project. The document should be completed by the
end of 2001.
The Committee recognized the need for additional knowledge about how the nearshore coastal
environment works. The State Coastal Conservancy agreed to support the development of a Scope of
Work for an inventory and evaluation of the nearshore coastal environment, and to consider further
support after review of the proposal. The Conservancy will contract with the consultant and
coordinate its development with the SEC's Technical group and various community advisors.
The Shoreline Erosion Committee also agreed to change its name to the Shoreline Preservation
Committee. This change was recommended so that efforts to expand their view through the entire
watershed and how this area potentially impacts the coastal zone.
2. AGUA HEDIONDA LAGOON JETTY EXTENSION; Hofinan Planning Associates, representing
Cabrillo Power, provided a brief history of the jetties at the entrance to the Agua Hedionda Lagoon
and a summary of the proposed Jetty Extension project. According to representatives, Cabrillo Power
will be processing a request to the California State Lands Commission for approval of a lease
agreement to extend the northerly jetty approximately 200 - 240 feet. Hofinan Planning indicated
that at one time the jetties were originally much longer and were damaged during a high storm event
in the late 1950's. Their proposed project is to restore the current northern jetty to its original
configuration. Hofinan Planning is anticipating submitting an application within the next month and
beginning the development of an EIR in the first quarter of 2001. The purpose of the project is to
minimize the impact of sand entering the lagoon and negatively impacting the circulation of cooling
waters to the Encina Power Plant.
After discussion, the Committee indicated their interest to stay involved with this project and provide
input throughout the process. The Committee also expressed then- concern regarding the disruption of
the sand transport along the coastline and the potential for increased downcoast erosion, not only in
Carlsbad but also possibly within the City of Encinitas. Hofinan Planning said that these issues would
be evaluated and included in the EIR.
3. OLD BUSINESS; The Committee requested a courtesy tour of the Encina Power Plant. Power
Plant representatives tentatively scheduled the tour for November 28th beginning at 10:00 a.m. The
Committee will not only get a tour of the power plant but will see the dredge in action in the outer
basin of the Agua Hedionda Lagoon.

By proper motion, the meeting was adjourned at 5:30p.m. The next meeting of the Beach Erosion
Committee will be Tuesday, December 12, 2000 at the City of Carlsbad Faraday Administration Building.
