DATE OF MEETING: February 13, 2001
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:10 p.m.
ROLL CALL:
Present: Members King, Howes, Andrews, Sigafoose, Prohaska, Macklin, Bettis
Absent: None
Guests: Don Jackson and Ray Duncan
APPROVAL OF MINUTES: The minutes of the January 9, 2001 meeting were approved with
the corrected spelling of Member Prohaska's last name.
1. PROPOSED 2001/02 BUDGET: The Committee recommended the approval of their
2001/02 budget with two revisions. The Committee recommended including $5,000 for
various Public Education efforts, and increase the appropriation for the CSBPA Annual
Conference to $2,400 to cover the projected registration fees for the entire Committee. The
Committee supported the submittal of their FY 2001/02 budget in the amount of $71,500.
Staff member Jantz will bring forward the recommendation through the budget process.
2. OLD BUSINESS:
Staff member Jantz updated the Committee on Special Use Permit process for maintenance
dredging of Agua Hedionda Lagoon. Staff indicated that the conditions of approval for the
power plants maintenance dredging operation would be presented at the March meeting.
3. NEW BUSINESS: Reminder of the next Shoreline Meeting is Thursday, March 1, 2001 at 12
noon at the Sandag office.
4. COMMITTEE MEMBER COMMENTS:
Subcommittee reports:
• Public Education: Today's recommendation to add funds to the budget for this item.
• TOT: No action at this time
• Technical Data: Member Ed Andrews and Dale King met with Dr. Hani Elwani, Coastal
Environments, to discuss the historical beach profile data. Dr. Elwani's advice was to
hire a qualified consultant to review the technical data and provide recommendations
regarding which sections of coastline may need special consideration. Member
Andrews suggested that the Committee's efforts dovetail with Sandag's monitoring
program.
• Sand Retention: Moffatt & Nichol Engineers has requested a meeting with the City to
begin their development of the Regional Sand Retention Strategy report. The meeting
was Tentatively scheduled for Friday, February 23rd. Members Bettis and Macklin
indicated their interest in following this issue. Staff member Jantz will confirm the
meeting and notify the BEC representatives.

Erosion Committee will be Tuesday, March 13, 2001 at the City of Carlsbad Faraday
Administration Building.
