HomeMy WebLinkAbout2001-03-13; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: March 13, 2001 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: The meeting was called to order at 4:08 p.m. ROLL CALL: Present: Members King, Sigafoose, Prohaska, Macklin, Bettis Absent: Members Howes and Andrews Guests: None APPROVAL OF MINUTES: The minutes of the February 13, 2001 meeting were unanimously approved. 1. AGUA HEDIONDA LAGOON DREDGING PERMIT: The Committee discussed the permit conditions for SUP 01-02/CDP 01-09 as they relate to the beach disposal quantities for future maintenance dredging of the outer basin of the Agua Hedionda Lagoon. By proper motion (motion by Prohaska - second by Sigafoose), the Committee supported the conditions of approval and recommended the Planning Commission approve SUP 01-02. 2. SHORELINE PRESERVATION COMMITTEE: Staff member Jantz provided a brief summary of the March 1, 2001 SANDAG Shoreline Preservation Committee meeting. The Regional Beach Sand Project is currently projected to start depositing sand at Torrey Pines State Beach during the first week of April. Carlsbad is scheduled to receive sand during the end of May to the beginning of June. A project kick-off press conference is currently being planned. 3. COMMITTEE NAME CHANGE: At their February meeting, the Committee discussed their desire to rename the Beach Erosion Committee. Staff member Jantz investigated the documentation that originally formed the Committee and stated that the Committee was formed through the adoption of a Resolution. Therefore, if the Committee recommends a new name, a resolution amendment will be required and must be approved by the City Council. After various alternative names were proposed, the Committee recommended that staff process a resolution recommended the name be changed to Beach Enhancement Commission. Staff member Jantz stated that he would process the necessary agenda report and resolution. 4. OLD BUSINESS: Budget Update: Staff member Jantz indicated that the Committee's recommended budget for FY01/02 is currently being considered by the City's Budget Committee. At this time, the entire budget request is currently being considered. Previous jetty extension studies: Member Macklin indicated that he is still interested in reviewing the preliminary jetty extension alternatives study prepared for SDG&E. He suggested that other members of the Committee should also request review of the report. Member Macklin further indicated that, in order to review the study, the power plant is requiring the execution of a confidentiality agreement. 5. NEW BUSINESS: Consulting Services: Member King is interested in the development of a Request for Proposal from qualified coastal consultant to provided needed services for the Committee. Member King would like to have the RFP ready for distribution once the budget is approved. Beach Closures: The Committee requested that a City representative provide an update on activities the City is pursuing relative to storm water pollution. Staff member Jantz indicated that the City is currently hiring an Environmental Programs Manager and once this person is available, will schedule a time at a future meeting. COMMITTEE MEMBER COMMENTS: Subcommittee reports: Sand Retention Strategies: Member Bettis provided a brief summary of a meeting with Moffatt & Nichol Engineers discussing probable locations within the City that they should focus their efforts. Moffatt &n Nichol will be evaluating the probable opportunities and constraints of a sand retention structure along the northern stretch of the City. This area has a high use and the most beach access points within Carlsbad. A follow-up meeting of the working group is scheduled for Tuesday, April 10th. 7. PUBLIC COMMENT: None NEXT MEETING - Tuesday, May 8, 2001 ADJOURNMENT By proper motion, the meeting was adjourned at 5:25p.m. The next meeting of the Beach Erosion Committee will be Tuesday, May 8, 2001 at the City of Carlsbad Faraday Administration Building.
