HomeMy WebLinkAbout2002-04-09; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: April 9,2002 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: The meeting was called to order at 4:15 p.m. ROLL CALL: Present: Members: Ed Andrews, Bud Carroll, Richard Erhardt, Robert Prohaska, Absent: John Beta's, Norine Sigafoose, Bruce Macklin Guests: Ray Duncan APPROVAL OF MINUTES: The minutes of the February 12, 2002 meeting were approved 4-0. 1. Shoreline Preservation Committee - Committee member Erhardt provided a brief summary of the SANDAG Shoreline Preservation Committee (SPC) meeting of April 4, 2002. The SPC was provided a presentation by the Army Corps of Engineer describing the current efforts the Los Angeles District is currently working on in the region. Offshore Reconnaissance Reports and Feasibility Studies are underway for Imperial Beach, Encinitas and Solaria Beach. The studies are evaluating bluff erosion problems and the enhancement of the San Elijo Lagoon. The SPC also considered potential public financing methods for the funding of future regional beach nourishment projects. The Committee considered a wide array of methods such as property taxes, real estate transfer charges, sales tax programs, TOT increases, and voluntary contributions. In addition, Committee member Erhardt will be coordinating with Steve Sachs to investigate hosting a workshop with NOAA regarding Coastal Disaster Preparedness. Staff will assist in the meeting. 2. Slope Planting Project - Committee member Andrews provided a brief status of the proposed slope planting project along the seawall north of the Tamarack parking lot. Currently, the project is in the conceptual stages and needs to be further defined. Based on a meeting with city representatives, staff is recommending that the state must take the lead role in the project and ensure that the necessary permits and approvals are received. The state can apply for financial contribution through the Citizens Activities Program which is considered and funded by the City Council in September of each year. Member Andrews indicated that he would coordinate a meeting with state representatives to update them on the developments of the project. 3. OLD BUSINESS; None 4. NEW BUSINESS: Committee member Erhardt suggested that the Committee schedule a field trip to look at certain areas of the coastline. Staff will provide dates and locations at the next meeting for the Committee's consideration. 5. COMMITTEE MEMBER COMMENTS: Subcommittee reports - None 6. PUBLIC COMMENT; None ADJOURNMENT NEXT MEETING By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, May 14, 2002 at the City of Carlsbad Faraday Administration Building.
