DATE OF MEETING: July 9, 2002
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present:Members: Ed Andrews, Bud Carroll, Richard Erhardt, Bruce Macklin
Absent: John Bettis, Norine Sigafoose
Guests: Ray Duncan, Susan Yogi, and Jdjf n Campbell
APPROVAL OF MINUTES: The minutes of the June 11, 2002 meeting were approved 5-0 as amended.
1. NOAA COASTAL WORKSHOP: - Committee Member Erhardt provided a brief update on the
NOAA Coastal Disaster Workshop. The workshop will be scheduled towards the end of October
to coincide with the CWO-2 conference in Santa Barbara. The SANDAG Shoreline Preservation
Committee will be the sponsor and the Carlsbad Beach Erosion Committee will be the host. Staff
and Member Erhardt will coordinate with NOAA and make the appropriate arrangements. Staff
will reserve the conference room at the Faraday building.
Member Erhardt suggested that Council member Ann Kulchin provide an opening statement at
the workshop and be the lunch speaker. Staff will coordinate with Council Member Kulchin's
schedule. Member Carroll suggested that the letter from Sandag and proposed workshop
agenda be attached to the minutes.
2. GOALS AND OBJECTIVES: Committee member Andrews provided a summary of his view of
the Committee's goals and objectives. Mr. Andrews explained that the goals and work efforts of
the BEC should focus on three areas: Community, Political/Economic, and technical areas. Mr.
Andrews also explained that he is reviewing the past offshore profile data compiled by Coastal
Frontiers and hopes to convert the data into a GIS format. He is interested in looking at the data
visually to see if there are trends with sand movement as a result of offshore dynamics.
Committee member Macklin expressed interest in coordinating with the power plant for future
dredging operations. Member Carroll stated that he would be following the progress of the Army
Corps of Engineers Section 227 program. Member Erhardt will be coordinating the upcoming
NOAA conference.
3. OLD BUSINESS: The Committee set a target date of August 10, 2002 to schedule a field trip to
look at certain areas of the coastline. Staff will provide an itinerary and provide technical
information on each site.
4. COMMITTEE MEMBER COMMENTS: Member Carroll provided a brief discussion on various
topics. Member Carroll stated that the Coastal Commission recently approved a permit for the
widening of the weir at the mouth of the Buena Vista Lagoon. He indicated that the existing 50'
weir will be replaced with a structure 80' wide.
Member Carroll also provided a discussion on the Army Corps of Engineers Section 227 project.
The Corps has scheduled a field visit for Tuesday, July 30th to visit the site and discuss the
process. Member Carroll and city staff member will be meeting with the Corps at Ponto Beach to
further discuss a proposed project. Member Carroll will update the Committee at the next
meeting.
5. PUBLIC COMMENT: Mr. Ray Duncan stated that he has heard that Carlsbad residents are
interested in having the City provide lifeguard services at the beaches. He wanted to make the
Committee aware that this issue may come up in the near future.

By proper motion, the meeting was adjourned at 5:00 p.m. The next meeting of the Beach Erosion
Committee will be Tuesday, September 10, 2002 at the City of Carlsbad Faraday Administration Building.
