DATE OF MEETING: August 13, 2002

CALL TO ORDER: The meeting was called to order at 4:05 p.m.

Absent:
Guests: Don Jackson, Glenn Pruim and Nick Faure
1. APPROVAL OF MINUTES: The minutes of the July 9, 2002 meeting were approved 6-0.
2. NOAA COASTAL WORKSHOP: Committee member Erhardt provided a brief update on the
upcoming NOAA workshop. The workshop has been confirmed for October 24, 2002 at the Faraday
Conference center. The SAN DAG Shoreline Preservation Committee will be the sponsor and the
Carlsbad Beach Erosion Committee will be the host. City staff is handling catering arrangements for
breakfast and lunch, and conference room set up. The number of attendees will determine the lunch
cost. Ann Kulchin is available for opening remarks and as a lunchtime speaker.
3. SHORELINE PRESERVATION COMMITTEE: Members Carroll and Campbell provided a brief
report of the Shoreline Preservation Committee of August 1, 2002. Highlights were; James Bond was
elected as Vice Chair; the Shoreline Preservation Committee discussed the upcoming NOAA
workshop and methods to fund future beach nourishment projects. Funding options/ideas included:
region wide sales tax to finance shoreline monitoring and Transnet funding proposed as a ballot item
for 2004.
4. FIELD TRIP SCHEDULE: The Committee tabled their discussion on rescheduling their field trip to
various beach sites until the newest BEC member is selected.
5. OLD BUSINESS:
Member Carroll provided an update on the Army Corps of Engineers Section 227 project that is
based on pilot projects using innovate technical approaches for beach nourishment. Carlsbad is
interested in developing a site adjacent to the Hilton Inn on Carlsbad Boulevard. Member Carroll
mentioned that he has knowledge of potential consultants interested in working on this project. Staff
provided a brief synopsis of a field visit with members of the Corps on July 30, 2002. Corps
representatives included Tony Risko, Susan Ming, Claudia Aceti, Lisa Louie, Leslie Ewing, and city
staff members Eric Munoz, Carrie Loya-Smalley and Steven Jantz. Staff member Jantz will be
setting up a meeting in the 2 week of September to discuss EIR/EIS baseline with the Corps.
6. COMMITTEE MEMBER COMMENTS:
Subcommittee reports - None
Member Carroll suggested that we keep Council informed in writing on general Committee updates
and interest on the potential 227 project.

By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach Erosion
Committee will be Tuesday, September 10, 2002 at the City of Carlsbad Faraday Administration Building.
