CALL TO ORDER: The meeting was called to order at 4:05 p.m.

APPROVAL OF MINUTES: The minutes of the August 13, 2002 meeting were approved 6-0.
1. ENCINA POWER PLANT ISSUES: Mark Hughes and Shelia Henika hosted the September Beach
Erosion Committee meeting at the Encina Power Plant. Leslea Meyerhoff of Hofman Planning gave a
presentation on the Agua Hedionda Lagoon Maintenance Dredging and Jetty Restoration. Key points
are: Dredging permits are in process with a planned start date of October 15, 2002 for up to 500,000
cubic yards. The next sounding will take place in October 2002 to determine the actual yardage.
One third of the cubic yardage will be placed to the north beach. The dredging will be complete by
April 15, 2002. The proposed Jetty Restoration Project is in the Environmental Process with a
tentative date of early 2003 for a Draft EIR.
Peter MacLaggan of Poseidon Resources gave a presentation on the proposed Carlsbad
Desalination Project for a new water source. Key points are: The Project is proposing operation in
tandem with Encina Power Plant in sharing the existing seawater intake and outfall. The technology
for the proposed plant is reverse osmosis membrane filtration.
When the meeting adjourned 2 Committee Members and staff member attended the plant tour hosted
by Greg Hughes of NRG. The tour was informative and interesting. A good behind the scenes look
at how a complicated plant operates.
2. OLD BUSINESS:
• NOAA COASTAL WORKSHOP:
The Committee discussed some of the set up arrangements for the upcoming October 24,
2002 NOAA Coastal Workshop hosted by the Carlsbad Beach Erosion Committee.
• ARMY CORPS MEETING - 227 PROJECT
Staff member Jantz briefed the Committee on the Army Corps Meeting -227 Project
scheduled for Thursday, September 12, 2002. Attendees are Glenn Pruim, Steve Jantz,
Eric Munoz and member Bud Carroll traveling by Amtrack train. Staff member Jantz will
update the BEC at the October 8, 2002 meeting.

By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach Erosion
Committee will be Tuesday, October 8, 2002 at the City of Carlsbad Faraday Administration Building.
