HomeMy WebLinkAbout2002-10-08; Beach Preservation Committee; MinutesMINUTES OF: Beach Erosion Committee DATE OF MEETING: October 8, 2002 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Bud Carroll, Richard Erhardt, Bruce Macklin, Norine Sigafoose, Jon Campbell andNora George Absent: Ed Andrews Guests: APPROVAL OF MINUTES: The minutes of the September 10, 2002 meeting were approved 5-0. 1. NOAA Coastal Workshop: Committee member Erhardt provided a brief update on the upcoming NOAA workshop. Hotel lodging, reception, and dinner have been confirmed for Wednesday, October 23, 2002. Room set up and catering for Thursday, October 24, 2002 was also confirmed. Anticipated attendance is 45. Staff member Jantz invited interested Committee Members to attend the California and the World Ocean 2002 Conference in Santa Barbara from October 27-30. Funding is available for 2 members. The Committee passed a motion 6-0 to investigate funding for all members to attend any upcoming beach related seminars. 2. Shoreline Preservation Committee: Member Carroll provided a brief report of the Shoreline Preservation Committee of October 3, 2002. Key points were: U.S. Army Corps of Engineers 227 Program is still in the planning process; Reports indicated there were with no adverse effects on the 1 year of the Regional Beach Sand Project. Status report of biological Impacts to near shore habitat have also been favorable. Sandag is exploring potential funding sources that can provide 15 million to carry out a major beachrestoration project every other year. The Navy is thinking of dredging the harbor again, which sparked discussion to find a way to screening the sand so it could be used on regional beaches. 3. ACE Section 227 Program: Member Carroll provided a summary of the ACE/USC Sea Grant Program workshop of October 2, 2002. Member Carroll and staff member Jantz attended the workshop in Los Angeles. The workshop had a broad agenda with ideas dealing with projects for the 227 Program. The intent is to increase recreational beach use and provide for sand retention. 4. Field Trip Schedule: The Committee will discuss rescheduling their field trip to various beach sites. The Committee proposed two dates for the field trip: Saturday, January 18 and Saturday January 25,2003. Member Macklin expressed an interest in visiting NewPort Beach to see their groin structures. Dates will be confirmed at future meeting. 5- OLD BUSINESS: None 6. COMMITTEE MEMBER COMMENTS: None Subcommittee reports 7. PUBLIC COMMENT: None ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:25 p.m. The next meeting of the Beach Erosion Committee will be Tuesday, November 12, 2002 at the City of Carlsbad Faraday Administration Building.
