DATE OF MEETING: November 12,2002
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Ed Andrews.Bud Carroll, Richard Erhardt, Norine Sigafoose, Jon Campbell and Nora George
Absent: Bruce Macklin
Guests: Matt Copp and Zarina Castaneda - Carlsbad High School Students
APPROVAL OF MINUTES: The minutes of the October 8, 2002 meeting were approved 5-0.
1. ACE Section 227 Program: Committee member Carroll and staff member Jantz provided a brief
update on the 227 Program. The Corps is soliciting project proposals for sand retention methods
along four southern California beach sites. The proposals are due to the Corps on Wednesday,
November 20,2002.
The City Council is scheduled to consider the 227 Program at the November 19, 2002 Council
meeting. The Committee discussed the four alternative actions that are included in the staff
report for the Council hearing. The alternatives are as follows: 1) Do not get involved in the
selection process, 2) Submit a letter of support of the 227 Program and recommend the South
Carlsbad Beach site, 3) Prepare and submit a project proposal for Army Corps to consider, 4)
Provide a letter of support to private engineering firms who are submitting a project at the
Carlsbad site. In order to meet the timeline, City staff contracted with Coastal Environments to
develop a proposal for a sand retention method that could be submitted if Council authorizes.
The Committee approved a motion 6-0 recommending that the City Council authorize staff to
submit a project proposal.
2. NOAA Coastal Workshop: Member Erhardt provided a brief summary of the NOAA Workshop
held on October 24, 2002. Approximately 45 participants attended the workshop from a diverse
group. Participants' responses were; "The workshop was informative and useful and they
appreciated the presenters' expertise." The Committee thanked the representatives of NOAA.
3. California and World Ocean Conference: Member Andrews and Carroll provided a summary
of the California and World Ocean Conference held in Santa Barbara on October 28 - 30, 2002.
Attendees were Ann Kulchin, Bud Carroll, Ed Andrews and staff member Jantz. The workshop
had a broad agenda with many informative ideas and subjects related to the ocean. Member
Andrews stressed the importance of Committee members attending conferences to increase their
technical knowledge.
4. Field Trip Schedule: The Committee tabled discussion to a future meeting.
