CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Richard Erhardt, Norine Sigafoose, Jon
Campbell, Nora George and Bruce Macklin
Absent: None
Guests: Ray Duncan
APPROVAL OF MINUTES: The minutes of the November 12, 2002 meeting were approved
6-0.
1. Shoreline Preservation Committee: Member Campbell provided a brief report of the
Shoreline Preservation Committee (SPC) of December 5, 2002. Key highlights were: 1)
Discussion of potential funding for sand replenishment such as TransNet funding,
Transient Occupancy Tax (TOT), real estate transfer tax, sales tax, voluntary tourist tax,
and a special property assessment for coastal properties. The SPC will coordinate with
the SANDAG subcommittee formed to develop an ongoing funding source for "quality of
life" issues. The SPC also discussed the use of parking meter funding for future beach
replenishment. The SPC thought that the installation of parking meters would be
controversial and may be problematic. The SPC thought that raising the Transient
Occupancy Tax (TOT) appears to be most the viable as most of the regional cities have
an existing 10% TOT, if were to be increased by .03% that would generate sufficient
funds or 7.5 million to have a beach nourishment every two years; 2) Discussion of San
Diego Harbor Dredging by the Navy and the proposal to dispose of the sand at LA-5.
The issue is the munitions that would be dredged and deposited on the local beaches.
The project EIR will be posted on San Diego Port District website for the public to
review. Public Review period is to January 23, 2003. The Committee made a motion to
• review the report and for staff member Jantz to draft a letter with comments during the
review period.
2. ACE Section 227 Program: Committee member Carroll and staff member Jantz
provided a brief update on the 227 Program. The City of Carlsbad was the only city to
submit a proposal on November 20, 2002 to the Army Corps. Member Carroll provided
a brief synopsis of the presentation that was provided to the City Council on November
19, 2002. The Corps is currently reviewing the proposal in response to their BAA. The
selected cities will be notified as the end of the review process.
The Committee discussed the proposal presented by the City and had strong concerns
about the project and the impacts that could be created. Staff mentioned that the
process is in the initial steps and there is a long way to go before the project is selected
or scheduled for construction. The Committee indicated their interest in having the
project model tested in Vicksburg prior to construction. Staff mentioned that the Corps is
administering this project and there has been no indication of model testing. However,
staff will stay actively involved in the project development process and will apprise the
Committee with on-going status reports.
3. OLD BUSINESS:
• BEC Agendas: The Committee requested receiving the agendas earlier.
• January Agenda Item: Schedule Field Trip for January during the high and low
tides to review beach sites, beach nourishment and beach conditions.

By proper motion, the meeting was adjourned at 5:15 p.m. The next meeting of the Beach
Erosion Committee will be Tuesday, January 14, 2003 at the City of Carlsbad Faraday
Administration Building.
