DATE OF MEETING: February 11, 2003
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:

APPROVAL OF MINUTES: The minutes of the January 14, 2003 meeting were approved 6-0.
1. Shoreline Preservation Committee (SPC): Member Campbell provided a brief summary
of the SANDAG Shoreline Preservation Committee meeting of February 6, 2003. Key
highlights were: 1) The SPC authorized the funding to support the Regional Beach Sand
Monitoring program. Based on the allocation methodology, Carlsbad's share is $11,175.
The BEC will include this amount in the FY03-04 budget request. 2) An informational item
was presented regarding the California Beach Restoration Study prepared by the California
Boating and Waterways through the University of San Francisco. The study identifies
future uses of funds from the California Public Beaches Act, and discusses the financial
benefits derived from a wide, sandy beach. Jon distributed a copy of a newspaper article
titled "Study: Sandy beaches mean dollars to North County cities." 3) A report about
potential public revenue sources for future regional beach nourishment project. The
identified funding opportunities will be forwarded to the Regional Funding Policy Group. 4)
San Diego Harbor Dredging - the Shoreline Preservation Committee sent a letter to the
Corps of Engineers noting concern of the disposing the dredged material offshore and to
consider placing the dredged sand on the local beaches. 5) The CSBPA Annual
Conference dates were announced as October 23-26 in Orange County. 6) CalCoast
provided a Legislative update and discussed their proposed lobbying effort in Sacramento
for March 25 & 26.
2. 2003 Goals and Objectives: The Committee tabled the review of the 2003 Goals and
Objectives Program to the March 11, 2003 meeting.
3. 2003 Committee Budget: Staff member Jantz presented a proposed budget for support of
beach related activities. Member Sigafoose made a motion (6-0) to accept the budget with
the addition of $25,000 for a consultant to review and provide recommendation on the
Section 227 Program.
4. OLD BUSINESS:
• ACE Section 227 Program - Staff member Jantz provided a brief summary of the
status of the 227 Program. Two proposals were selected and the consultants are
currently finalizing a contract with the Corps to develop the project to a 30% design
phase. City staff will be involved in the preliminary design process to ensure that all
community issues are considered. The BEC discussed the concept of having the
Corps construct a physical model of the proposed project. Staff member Jantz
indicated that the Corps has mentioned the possible use of a physical model but the
final determination has not been decided.
5. COMMITTEE MEMBER COMMENTS:
Member Erhardt told the Committee about Lynn Hinkey of NOAA who is now in charge of
her organization's grant program. Member Erhardt thought the Mrs. Hinkey would be a
good Committee resource. He will investigate and report back to the Committee.

By proper motion, the meeting was adjourned at 5:25 p.m. The next meeting of the Beach Erosion
Committee will be Tuesday, March 11, 2003 at the City of Carlsbad Faraday Administration Building.
