DATE OF MEETING: March 11, 2003
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:07 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Richard Erhardt, Norine Sigafoose, Jon
Campbell, Nora George and Bruce Macklin
Absent:
Guests: Sally Vigil and Robert Prohaska
APPROVAL OF MINUTES: The minutes of the February 11, 2003 meeting were approved
7-0.
1. 2003 Goals and Objectives: Committee Member George proposed some minor
revisions of the Goals. The BEC asked that Member George revise the Goals
based on her comments and reschedule approval for the meeting of April 8, 2003.
The BEC asked staff to forward the revised Goals prior to the April 8th meeting.
2. OLD BUSINESS:
• ACE Section 227 Program - Staff member Jantz provided a brief summary of
the status of the 227 Program. Two proposals were selected and the
consultants are currently finalizing a contract with the Corps to develop the
project to a 30% design phase. City staff will be involved in the preliminary
design process to ensure that all community issues are considered.
• Staff member Jantz indicated that he submitted the BEC budget through the
Engineering Department with the addition of $25,000 for miscellaneous
consulting services.
3. COMMITTEE MEMBER COMMENTS:
• Member Erhardt requested an updated roster. Staff member Guzman
updated and distributed the updated roster to the Committee.
• Member Macklin asked when the state will place the lifeguard towers on the
beach and if the lifeguards would be available for Easter week. After
discussion, Member Macklin will contact the state and ask for a response for
these questions.
• Member Carroll discussed a conversation with representatives of the power
plant regarding the pilot Desalination operation. Member Carroll volunteered
to coordinate a site visit of the pilot desalination facility for interested BEC
members.
4. PUBLIC COMMENT:
• Robert Prohaska, as a former BEC member, gave birth to the idea of
expanding the Committee's efforts with regard to public education. Mr.
Prohaska also indicated that he attended a Solana Beach City Council
meeting where Bruce Williams provided a presentation on southern California
coastal issues.
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 4:45 p.m. The next meeting of the Beach
Erosion Committee will be Tuesday, April 8, 2003 at the City of Carlsbad Faraday
Administration Building.
