DATE OF MEETING: April 8, 2003
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Ed Andrews, Bud Carroll, Richard Erhardt, Norine Sigafoose, Jon
Campbell, Nora George and Bruce Macklin
Absent: None
Guests: None
APPROVAL OF MINUTES: By a 6-0 vote the minutes of the March 11, 2003 meeting
were approved.
1. 2003 Goals and Objectives: The Committee voted 6-0-1 approving their 2003
Goals and Objectives with minor revisions. As a follow-up, the Committee
developed member assignments as they relate to the accomplishment of the
goals and objectives. The approved goals with Committee Member
assignments will be distributed to all members.
2. SHORELINE PRESERVATION COMMITTEE: Member Campbell briefed the
Committee on the April 3, 2003 Shoreline Preservation Committee meeting.
Key highlights were: The Navy reconsidered the requirement of disposing the
dredged material from the San Diego Harbor at LA-5 and agreed to allow the
placement of the sand on the beaches of Imperial Beach; In the fall of 2003,
the Sandag website will include links to the Coastal Conservancy's inventory of
nearshore ocean biological resources for use in coastal management; and a
discussion of Dr. Phillip King's economic report evaluating the influence of
tourism dollars from coastal related activities along the California coastline.
3. OLD BUSINESS:
• Committee Name Change:
Member Sigafoose initiated a motion, approved 4-2-1, to change the
Committee's name from Beach Erosion Committee to Beach Preservation
Commission.
Member Campbell made a motion to rescind the previous motion, approved
5-2, with an amendment to change the Beach Erosion Committee to Beach
Preservation Committee. The Committee will wait until next year when
they have completed their goals to change the name from Beach
Preservation Committee to Beach Preservation Commission.
• American Shore and Beach Membership: The Committee expressed an
interest in attaining this membership. Staff explained that the registration
fees for membership is included in the Committee's annual budget. Also
included in the budget are funds to attend various conferences as it relates
to beach protection and preservation.
• 227 Program Update: Staff provided a brief update on the Army Corps
Section 227 program. Currently, the Corps has two consultants under
contract to prepare a 30% design report due at the end of April. Member
Carroll and staff will review the submittal package and develop comments
or questions on the proposals. Future progress reports will be provided to
the Committee as this program progresses.

4. COMMITTEE MEMBER COMMENTS: Member Carroll distributed to the
Committee a copy of the Wave-Induced Sediment Transport and Sandbar
Migration from Science Magazine.
5. PUBLIC COMMENT: None
ADJOURNMENT/NEXT MEETING
By proper motion, the meeting was adjourned at 5:30 p.m. The next meeting of the
Beach Erosion Committee will be Tuesday, May 13, 2003 at the City of Carlsbad
Faraday Administration Building.
