HomeMy WebLinkAbout2003-06-10; Beach Preservation Committee; MinutesMINUTES OF: Beach Preservation Committee DATE OF MEETING: June 10, 2003 TIME OF MEETING: 4:00 p.m. CALL TO ORDER: The meeting was called to order at 4:05 p.m. ROLL CALL: Present Members: Ed Andrews, Bud Carroll, Richard Erhardt, Norine Sigafoose, Jon Campbell, Nora George and Bruce Macklin Absent: None Guests: Jeff Phillips, Dave Skelly, Shawn Shamlou, David Hansen, Many Elwany APPROVAL OF MINUTES: By a 7-0 vote the minutes of the May 13, 2003 meeting were approved. 1. Army Corps of Engineers Section 227 Project: The Committee requested a brief presentation by the two consultants selected to develop the proposed proto-type sand retention project pursuant to the provisions of the Army Corps on Engineer Section 227 Program. Dave Skelly of Skelly Engineering provided the following information: • The objective of the proposal is to retain the sand near the shore. • The design utilizes a submerged breakwater reef as a "speed bump". • Submerged structure using sand-filled geotextile bags. • Similar in nature as those used in Australia. • Approximately 200 meters long and 70 meters wide. Many Elwany of Coastal Environments presented the following: • Located north of South Carlsbad State Park. • Proposes an angled and submerged breakwater. • Diverting the wave energy to reduce some of the energy! • Proposed in 15' water depth. • Reduce incoming wave heights by directing waves from behind the breakwater. • Allow same wave energy to pass, thereby preserving the long shore transport of sand. 2. Sandag Shoreline Preservation Committee: Staff provided a brief summary of the Sandag Shoreline Preservation Committee meeting of June 5, 2003. Highlighted items were the discussion of the dredging project for the San Dieguito Lagoon, financing of the next Regional Beach Sand Project, proposed Opportunistic Sand program with the La Costa Hotel project in Encinitas, and the impacts of the state budget on sand related legislation. 3. OLD BUSINESS: There was no Old Business brought before the Committee. 4. COMMITTEE MEMBER COMMENTS: Member Carroll shared a new book by Robert G. Dean entitled "Beach Erosion - Theory & Practice." Member Carroll There is a public workshop on June 11, 2003 from 7:00 to 10:00 p.m. at the Oceanside City Hall regarding (describe project) Army Corps Feasibility in Oceanside. Members George and Erhardt reported on a meeting with Assistant City Manager Frank Mannen regarding a proposed education/public effort. The City will be contracting with Marilyn Campbell to prepare a "Carlsbad Avenues" discussing the impacts to the coast from erosion. Beach Preservation Committee Minutes June 10,2003 July 2 is designated as Carlsbad Day at the San Diego County Fair. After discussion, the Committee decided that there was not enough time to prepare for this years event. They will consider manning a booth at the 2004 fair. 5. PUBLIC COMMENT: ADJOURNMENT/NEXT MEETING By proper motion, the meeting was adjourned at 5:47 p.m. The next meeting of the Beach Erosion Committee will be July 8, 2003 at the City of Carlsbad Faraday Administration Building.
