DATE OF MEETING: August 12, 2003
TIME OF MEETING: 4:00 p.m.
CALL TO ORDER: The meeting was called to order at 4:05 p.m.
ROLL CALL:
Present Members: Bud Carroll, Richard Erhardt, Norine Sigafoose, Jon Campbell, and Bruce
Macklin
Absent: Ed Andrews and Nora George
Guests: Eric Munoz, Planning Department and Geoff Phillips, Hofman Planning
APPROVAL OF MINUTES: By a 5-0 vote the minutes of the June 10, 2003 meeting were approved.
1. Army Corps of Engineers Section 227 Project: The Committee was briefed on the current status
of the Army Corps of Engineer Section 227 Program. After thorough consideration of all the
proposals for innovative shoreline protection/sand retention methods, the Army Corps selected Oil
Piers in Ventura County for the design and construction of the Section 227 project. The Carlsbad
site was runner-up and could be considered for a future Section 227 project. The Committee
discussed an interest in lobbying the Corps for possible excess funds that may become available to
implement a second Section 227 project along the Carlsbad coastline. Member Erhardt expressed
an interest in the Committee learning from Ventura's experience and requested to stay informed on
the progress of the project.
2. Sandag Shoreline Preservation Committee: Member Campbell provided a brief summary of the
SANDAG Shoreline Preservation Committee meeting of August 7, 2003. Key highlights were: the
Committee approved a letter of support for San Dieguito Lagoon Restoration Project, an overview of
a San Diego Bay Munitions Study and Findings, and a status update on the Encinitas Opportunistic
Sand Project.

4. COMMITTEE MEMBER COMMENTS:
Public Education/Outreach Program - Member Erhardt reported that he, Member George and
staff member Jantz developed a draft Carlsbad Avenue on Beach Protection with assistance from
Marilyn Campbell. Member Erhardt commented that the facts were well presented but the
brochure lacked "passion" and needs some final editing. The Committee discussed distribution of
the finalized "Avenue" as an attachment in the monthly mailing of the City water bills.
Strategic Beach Plan - Member Erhardt presented to the Committee a draft outline for a
Strategic Beach Plan prepared by Member George (whom is on maternity leave) for consideration.
Members Erhardt and George will continue to develop the outline and will provide monthly
updates to the Committee.
Agenda Item - Chair Sigafoose recommended reviewing the status of the work tasks associated
with the Committee's Goals and Objective at the September 9, 2003 meeting.
Lifeguard Stations - Member Campbell requested an update of when the Lifeguard stations will
be moved back to the seawall. Member Campbell stated that repair work on the seawall has left
gaping holes and barricades that are creating a safety hazard. Member Campbell understood that
the State moved them temporarily so the seawall can be repaired and that the City might be
involved in the issuance of permits for the repair work.
Buena Vista Lagoon Project Restoration - Member Carroll requested that staff keep the
Committee informed on the progress of the Buena Vista Lagoon Restoration Project and its
potential effects on the Carlsbad beaches.

By proper motion, the meeting was adjourned at 5:00 p.m. The next meeting of the Beach Preservation
Committee will be Tuesday, September 9, at the City of Carlsbad Faraday Administration Building.
